Chief of Party Job Vacancy at ACDI/VOCA Ghana


Job Title:Chief of Party, Ghana

Based in Washington, D.C., ACDI/VOCA is a nonprofit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security in order to promote broad-based economic growth and vibrant civil society. ACDI/VOCA currently has 84 projects in 40 countries and revenues of approximately $168 million.

Chief of Party, Ghana We are currently seeking a Chief of Party for an anticipated USAID-funded project, the Financing Ghanaian Agriculture Project (FinGAP). FinGAP will address one of the key constraints that restrict the development of commercial agriculture in Ghana: access to finance. Together with local and international partners, ACDI/VOCA’s program will identify and develop socially inclusive agriculture related investments. The program will provide agribusinesses and commercial farmers with both pre- and post-investment support, including advisory services, market information and business development services. The Chief of Party will be responsible for overseeing both the business development unit and the finance unit and building relationships between multiple stakeholders and partner organizations. This position will be based in Accra, Ghana, and is contingent upon ACDI/VOCA being awarded the program.

Responsibilities: • Work with financial institutions and investors on the design and implementation of new financial products to support agricultural investments in the North of Ghana. • Design technical assistance strategies and grant mechanisms to assist rural financial institutions with new loan products and to assist agribusinesses with their management capacity, operational efficiency and business development strategies. • Represent ACDI/VOCA to program stakeholders and at meetings, workshops and other events. • Provide effective management and support to local partners and subrecipients. • Communicate regularly and share program information with ACDI/VOCA headquarters and local partners, as well as USAID personnel and project partners. • Ensure a work environment that is nondiscriminatory and promotes open dialogue on gender-related and culturally sensitive issues. • Ensure compliance with all ACDI/VOCA corporate and local partner policies and procedures. Ensure that appropriate policies and procedures are in place and that staff understands them. • Contribute to the development of reports for the donor, the host country and/or ACDI/VOCA. • Oversee budgets, fund disbursal and financial records to ensure that project expenditures are in compliance with ACDI/VOCA and USAID policies and regulations as well as within the scope of the program budget.

Qualifications: • Minimum of 10 years overseas experience working in banking and/or private equity, focusing on increasing private investment in developing markets; agricultural investment experience strongly preferred. • Experience in financial management program design, implementation, and monitoring and evaluation is strongly desired. • Thorough knowledge of capital markets and investment climate in Ghana required. • Effective record of building relationships with governmental organizations as well as private and community organizations is required. • Experience with credit guarantee mechanisms, the ability to provide technical assistance to banks to support these programs, and familiarity with USAID’s DCA program are preferred. • Ability to manage a variety of program activities (including grants funds) and implement a timely M&E system that will be used to evaluate and scale the most successful initiatives. • Prior experience with USAID projects, procedures, policies and reporting requirements is recommended. • Demonstrated ability to collaborate, willingness to innovate and ability to think systematically. • Strong communications skills (oral, written, cross-cultural). • Established track record of achieving results within challenging working environments. • An advanced graduate degree, such as a master’s or Ph.D., in business, investment finance, microfinance, business administration, business management or economics is preferred. • Fluency in English is required.

PURPOSE OF POSITION:

Responsible for organizing, leading, contributing to and facilitating supply chain management (SCM) assessment and implementation programmes within each of the National Offices that will have the greatest impact on process improvement, simplification, standardization and cost containment. Responsibilities include

        Providing supply chain expertise to ensure adequate integration of supply chain management in programme planning, design, and implementation

        Influence the creation and development of a new or enhanced supply chain management organization at the National Office.
        Manage Project team in the NO which include SCM Specialist I and the NO Staff dedicated to the project and drive the project team to deliver on the agreed workplan


KEY RESPONSIBILITIES:

        Lead the design of detailed supply chain management process flows and roles & responsibilities for each supply chain process step. Set overall direction for National Office SCM process team; advise on team functions and performance.
        Drive sourcing and procurement process improvements through elimination of variation and waste, focusing on continuous process improvement.
        Lead and manage significant standardization and categorization of WV supplies and commodity-specific projects towards achieving strategic buying within each of the country programs and looking for ways to collaborate at regional and global levels.
        Implement key performance metrics process to be reported throughout the NO. Create and prioritize areas to be improved upon to drive National Office supply chain management into world-class performance.
        Liaise with National Office Directors and Senior Management Teams to accept the project and drive the implementation as well as manage change.



KNOWLEDGE, SKILLS & ABILITIES:

        REQUIRED:
        University degree in business, science, engineering, technology or supply chain management or equivalent experience and professional qualification in supply chain management
        Minimum eight (8) years professional work experience with progressively more responsibility relevant to supply chain issues
        Minimum two (2) years working in cross-cultural environments and demonstrated ability to adapt to international project work
        Extended operational experience in global supply chain management, business process improvement, project management and team based organizational change management
        SCM technical skills required:
        Current knowledge of the latest developments and technology in the supply chain management field, preferably in various global industries
        Experience with sourcing, material planning & forecasting, procurement, vendor management, contract negotiations and administration
        Experience overseeing daily internal/external warehouse and transport operations, inventory management and logistics support. Familiarity with basics of fleet management, customs clearance and third party logistics preferred
        Comprehension of supply chain performance measures in finance, operations and customer performance. Balanced scorecard experience preferred
        Willing to travel up to 60% of the time.

        PREFERRED:
        Multi-language proficiency. Project management.
        Experience in business and program analysis and possessing good analytical and negotiating skills.
        Proven ability to conceptualize plan and execute ideas as well as transfer knowledge and skills.

PURPOSE OF POSITION:

CHF International is seeking a Livelihoods/Agriculture Specialist for the anticipated USAID-funded Resiliency in Northern Ghana (RING) program. The aim of the program is to improve the livelihoods and nutritional status of vulnerable households in targeted communities in the Northern Region of Ghana. Project activities will focus on increasing consumption of diverse quality foods, especially among women and children; improving behaviors related to nutrition and hygiene of women and young children; strengthening local support networks (with a particular focus on Regional Coordinating Councils (RCC) and District Assembly (DA) staff and systems) to address the needs of vulnerable households.

The Livelihoods/Agriculture Specialist will be responsible for activities designed to increase production and consumption of diverse quality food, especially among women and children. S/he will participate in analyses of needs at the community level, assess resources available for addressing needs of vulnerable households and suggest approaches for filling gaps in programming. S/he will require the ability to analyze the farming systems used and identify alternate crop and livestock production opportunities resulting in improved nutrition and income generation. In addition, knowledge of appropriate technology for improving production and on-farm storage will be required. The Livelihoods/Agriculture Specialist will develop and recommend innovative approaches, and will promote linkages with other components.

Qualifications

    Master's degree in relevant field.

    5+ years of experience in implementing and managing agriculture and livelihoods development programs at the community and household level targeted towards vulnerable populations
    Technical expertise in small holder agricultural production , agricultural livelihoods, , and/or food security
    Demonstrated experience in capacity building and skills training
    Demonstrated experience integrating gender equality in agriculture related programming
    Fluency in written and spoken English required
