Located in Abidjan, the UNOPS office in Cote d’Ivoire has developed a strong working relation with the Government and international partners over the past 15 years. It provides technical support in strategic development areas including elections; procurement and related capacity building; environment protection, water management and sanitation; and infrastructure rehabilitation and development.
Functional Responsibilities
The Business Development Specialist will have the overall objective to deliver management services that are responsive to clients’ needs, to provide technical assistance to existing and emerging projects and finally to support growth of UNOPS portfolio in Cote d’Ivoire.
Provide leadership in the development and implementation of an integrated UNOPS
business development strategy:
Formulate and implement business development strategies to promote UNOPS services to key external constituencies
Scan opportunities for business development intelligence (facilitate assessments of client needs, UNOPS comparative advantages, and partner survey analysis, among others)
Active marketing and promotion of UNOPS services by building a network of key business partners and clients, keeping abreast of market, social, economic, and political trends in Cote d’Ivoire.
Generate content for promotional activities
Maintain close coordination of business development/external relations activities between UNOPS HQ and CIOC.
Establish contacts with potential clients and partners and organize high-level meetings and negotiations, and prepare subsequent plan of action and follow-up for potential business acquisition and partnership development opportunities.
Development of UNOPS capacity statements for the various services provided by UNOPS.
Lead the programme development and business acquisition activities of UNOPS:
Active participation in the identification, design, formulation and negotiation of new projects and programs
Draft concept notes and project document briefs for further discussion with clients and donors
Identify potential clients and business partners to pursue new business opportunities and ensure portfolio growth by promoting quality service to maintain a competitive edge.
Prepare Letter for Expression Interest for potential business when considered consistent with UNOPS mandate, goals and development strategy
Coordinate and lead in the preparation of business and project proposals for tenders or donor’s requests.
Ensure expansion of our client base and building of new strategic partnership with clients and stakeholders:
Identify requirements related to corporate marketing materials and the distribution thereof, as well as any reports/publications required for existing and potential clients and partners.
Close Interaction with operations staff to share information and knowledge and to provide proactive support and follow-up in building and maintaining effective client relations.
Consolidate newly-established partnerships
Provide implementation support to new projects/business:
Draft agreements and/or contractual documents for the implementation of new projects, addressing questions and issues raised by colleagues and ensuring their expeditious approval;
Review and comment on technical and progress reports prepared by projects and provision of advice as needed to improve content and quality;
Manage a roster of qualified national consultants;
Provide support to the Director, focusing on achievement of the following results:
Focal point for contacts with the donor community and primary role in the development of the business priorities, choice and implementation of the necessary connections with development partners in the different countries
Collaborate with the OC Director and Representative in the elaboration of the annual action plan of the Operations Centre

The position of Security Specialist - West Africa Region will be established in the World Bank Group Country Office in Abidjan, Cote D'Ivoire. The incumbent will serve in a full time capacity and on-call for emergencies. The incumbent will also provide security support to all entities of the World Bank Group (IBRD, IFC, MIGA, ICSID, IDA). Operational support, direction and technical supervision will be provided by the Senior Security Specialist, Global Operations Coordinator, Head of Global Security and World Bank Group Corporate Security. From time to time there may be a requirement to provide security coverage in other regions in which the WBG operates. The duties of the Security Specialist - West Africa Region are to provide security support to World Bank Group country office staff in the following areas: a) security management; b) security awareness; c) contingency planning; d) protective services.
Duties and Accountabilities
Details of these duties are described below but other responsibilities may be added as needed. • In coordination with the SSS and the Security Specialist –West Africa (SSR) develop, train and mentor a network of part-time security focal points within in each Bank Group country office so as to provide for a standardized application of corporate security policies and operating procedures. • To work closely with the SSS and SSC in their region and other units of the GSDCS Corporate Security to provide expert risk mitigation advice and support to Country Office Directors and Managers and Regional Vice Presidency staff to ensure compliance with corporate administrative policy on the safeguarding of personnel, property and reputation. • To develop a region-wide network of contacts among senior law-enforcement, military and other Government officials to ensure that host government responsibilities for the security of Bank Group operations are discharged to the maximum extent possible. • To review and enhance where necessary all country office emergency response and business continuity planning documentation to ensure accuracy and workability. • In coordination with GSD Corporate Real Estate to review all plans for the construction or refurbishment of country offices to ensure compliance with corporate physical security and fire safety standards. • To review the residential security and fire safety provisions at the residence of the Country Office Director and Manager and at Bank approved hotel accommodation for visiting mission staff making recommendations for improvement where necessary. • To review and coordinate the provision of manned guarding services at country offices to ensure consistency of service standards and value-for-money in operations. • To identify cost saving opportunities where available in the provision of manned guarding services and the procurement of security related equipment. • To manage crisis response operations in coordination with Emergency Management Teams and GSDCS, including country office evacuations and relocations and to respond to security related incidents as required. • To develop and conduct culturally focused security awareness training sessions for staff based in country offices and visiting mission personnel and to increase security awareness generally throughout the region by the production and distribution of awareness material such as newsletters, pamphlets or other documents/media. • To conduct regular site visits to country offices in order to implement the services detailed above. • Develop and submit a Security Risk Assessment within the GSDCS specified frequency for the country of responsibility. In addition to the standard services detailed above, an SSR may be required to perform certain non-standard security services. These may include: • Provision of security services in support of conferences and/or retreats organized within the region. • Provision of security services in support of visits by senior Bank management or Executive Director personnel. • Sourcing and assisting in the negotiation for specialist security services such as counter- surveillance and/or electronic counter-measures. • Provision of security support services to other organizations sharing a similar broad mission as the World Bank Group, providing any and all such services are agreed in advance by the Parties and subject to the terms and conditions of any subsidiary agreements and arrangements for cost-sharing and/or charge-back.
Selection Criteria

• Demonstrated experience with operational planning to include physical security project management and staff travel coordination/monitoring.

ROLE PURPOSE:
As a key member of the country Senior Management Team you will take shared responsibility for the direction and coordination of the country programme. The Director Of Programme Development and Quality in its capacity is responsible for technical support, advocacy, representation, communication, programme development and M&E with the objective of developing a high quality and responsive programme and obtaining greater impact for children in Cote d’Ivoire.
The Director Of Programme Development and Quality will work closely with the Director of Programme Implementation and Area Managers formulating and carrying out joint work plans to achieve high levels of technical content in our programmes.

KEY AREAS OF ACCOUNTABILITY:
1. Strategic Planning
Lead the development of programme strategies and annual plans
Lead the design and report of cost effective, innovative programs to realise the rights of vulnerable and marginalised children in Cote d’Ivoire.
Ensure a participatory coordinated child rights approach is taken to proposal development and that Technical Advisers, Area Managers, Finance, HR and Operations departments participate in this process
In conjunction with the Grants and Compliance Manager and the country leadership, design and implement fundraising strategies and project proposals to ensure that programme sectors are adequately financed, within the parameters of the Country Strategic Plan
Develop working relationships with donor liaisons to ensuring that Save the Children is well positioned to access information on donor strategy and priorities
2. Strategic Policy Development
Develop and maintain an overview of child rights issues, key policies and programmes concerning children and main actors involved in children’s issues in Cote d’Ivoire
Keep abreast with and contribute to Save the Children initiatives and global trends and wherever possible apply them in Save the Children’s programme and advocacy efforts
Initiate research in key thematic areas and lead policy analysis at national level in key Save the Children programming sectors
3. Provision of Technical Assistance
Ensure provision of high quality technical assistance to all programmes and ensure integration of policy and advocacy initiatives in all aspects of programming, including partner and staff capacity building
Ensure appropriate coordination between the technical support unit and field operations
Ensure that Save the Children is positioned as a technical leader at national level in the sectors it works, including active participation in clusters and technical working group fora
In coordination with Director of Programme Implementation ensure that Save the Children principles such as child rights and participation, community based approaches, good governance, non discrimination etc. are mainstreamed in programme development
Support the Director of Programme Implementation to review and update programme approaches in the country and in line with the changing needs of children and our objectives
4. Advocacy and Networking
Lead the development of an advocacy plan based on the analysis of child rights in the country and with a view to position Save the Children in Cote d’Ivoire as the leading organization for children’s issues in Cote d’Ivoire.
Identify advocacy messages for relevant thematic areas and design strategies to influence policy decisions
Prepare key policy briefing documents and communication materials
Network with NGOs, INGOs, UN and policy makers and media, representing Save the Children
Maintain strategic links with Government of Cote d’Ivoire key ministries at national and state levels, identify opportunities and ensure Save the Children’s participation in key activities of the national, state and local level government
5. Knowledge Management
Ensure learning by the country programme from relevant best practice and assessing performance regularly against agreed programme objectives and indicators
Ensure a strong monitoring & evaluation system is in place enabling the country programme to learn from experience and influence external policies and actors
Support the Director of Programme Implementation in the measurement of achievement and progress toward program goals and results through the M & E system
Lead internal and external programme/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination with Director of Programme Implementation
6. Team leadership
Effectively develop and lead a high performing team of Technical Heads with an innovative and integrated work approach
Manage the department’s budget and report on progress on budget management
7. SMT Participation
Contribute to overall management and strategic development of Save the Children in Cote d’Ivoire
Work with the Senior Management Team to ensure adequate security for staffing and programmes
Ensure transparent use of financial resources in compliance with Save the Children Sweden and donor policies and procedures

QUALIFICATIONS AND EXPERIENCE
Masters degree in Social Sciences, in an area of social development. A general appreciation of global development, and particularly fragile states
Experience from developing and managing high performing and motivated teams as well as from contributing to personal and technical growth and development among staff members
More than seven years, out of which 3 – 5 years international experience, in designing and evaluating large scale, multi-sectorial development and emergency programmes, preferably from a child rights approach in accordance with the CRC and international humanitarian law standards
Proven skills in proposal development and reporting across all major institutional donors, including but not limited to, USAID, ECHO, DFID, CIDA, SIDA, DANIDA and others as indicated
Sound knowledge of rights based approaches to working with children and communities, and a creative and innovative approach to working on these issues with a proven commitment to child participation and empowerment methodologies
Substantial understanding of Monitoring and Evaluation as well as accountability towards donors and beneficiaries
