Objective of the position
Oxfam Novib works with other members of the Oxfam Confederation and with local partner organisations to be better prepared for emergency situations and to provide an appropriate response to those situations where needed. To support Oxfam country staff and partners in Niger, Oxfam Novib is recruiting a Media and Communications Officer to serve as a member of Oxfam’s Rapid Deployment Team (RDT) in Niger. RDT members are deployed in countries where Oxfam Novib is working, based on need for support in their area of expertise. This position is Niger-specific, and is an emergency-scale-up post for an initial period of 6 months.
Main tasks
Terms of Reference will be negotiated and agreed with relevant parties, prior to deployment and/or revised in the early stages of each deployment. For RDT media and communications assignments, responsibilities include:
Response delivery in emergency contexts
• Develop and implement a comprehensive media and communications strategy, including social media, as part of the overall Oxfam response in the country or region;
• Ensure media and communication work is done within agreed Oxfam brand and media policies and develop brand risk & opportunity assessment and strategies;
• Drive media relations on behalf of the whole of Oxfam. Serve as focal point for media enquiries in the country;
• Update and instruct all Oxfam media officers with latest information and key messages;
• Collect media materials and actively engage in communication on social media;
• Identify and coach (multilingual) spokespeople, including partners, or act as a spokesperson
• Identify opportunities to gain media coverage;
• Produce regular press releases and reports to the media;
• Manage multiple internal and external sources of information and produce appropriate and timely reports to internal and external audiences;
• Depending on scale of emergency and Oxfam repsonse, lead an Oxfam/Oxfam Novib media & communications team;
• Participate in relevant working groups and task forces within Oxfam and externally (UN, government, civil society).
Enhancing Oxfam Novib’s and partners’ humanitarian capacity
• Contribute to the integration of media and communication aspects in the development and implementation of the Oxfam humanitarian preparedness strategies/contingency plans and in-country humanitarian investment plans;
• Contribute to capacity building of Oxfam Novib field offices in relation to media and communication work and planning.
Policy development and learning
• Contribute to further development of Oxfam Novib humanitarian policies;
• Document experiences and draw lessons learned;
• Participate in assessments, audits, monitoring and evaluation missions;
• Other suitable tasks as assigned.
You have
• A post-graduate degree in journalism and/or communications (undergraduate degree plus relevant overseas experience may substitute, but qualification will not substitute for experience);
• Approximately 5-10 years of practical experience in international media and communications in emergency response situations (relief and rehabilitation) in more than one country (preferably countries where Oxfam Novib works), with a mature understanding of context, dilemmas, challenges and ways of working;
• Good analytical and planning skills and ability to analyze programming risks from a brand perspective;
• Knowledge and practical experience of general humanitarian standards and principles such as Sphere Standards, HAP, the People in Aid Code and the Red Cross Code of Conduct. Understanding of main programming issues in WASH and Emergency Food Security / Vulnerable Livelihoods;
• A good understanding of gender and diversity in humanitarian crisis contexts, and proven commitment to incorporating these concepts in your work;
• Experience in or strong affinity for working with and supporting local NGO partners
• The ability to work in a variety of teams and to effectively support and empower Oxfam Novib field staff and partners in a wide variety of cultural contexts using methods such as mentoring, coaching, accompaniment, training and advice;
• Excellent communication, interpersonal and team working skills, both written and spoken.
• Excellent skills in English and French (speaking, reading, writing);
• The willingness to travel at short notice, often in difficult circumstances, and the availability to work abroad in complex situations and difficult locations for periods averaging between 6 weeks to 6 months;
• Knowledge and experience working with disaster risk reduction, preparedness and development issues is an asset.

Oxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set between € 2.896,- and € 4.456,- gross per month based on 40 hours. This is excl. 8% holiday fee, additional expat allowances will be offered.

REQUIRED:
Bachelor’s degree in a related field from accredited university.
At least 3 years of previous experience in project design, proposal writing and donor relations for an INGO in a relief and / or development context. At least one year of field-based work in a similar, conflict-prone environment is required.
Experience developing programs and proposals in the following fields preferred: Health & Nutrition, Food Aid, Shelter, Economic Recovery & Livelihoods, Children in Emergencies, WASH.
Candidate must have some experience with USAID/OFDA/FFP
Experience negotiating with Government, Bi / Multi-lateral Agencies, private donors.
Experience working in a cross-cultural environment
Development: Strong knowledge and understanding of the humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global and local contexts.
Strong understanding of WV’s current ministry and operations.
Strong networking skills.
Broad understanding and in-depth knowledge of government and bi/multilateral agency funding requirements, systems and procedures.
Excellent skills in project design, budget preparation, evaluation and report writing.
Ability to independently develop log frames, monitoring and evaluation plans and indicator tracking tables for projects and programs.
Understanding of World Vision’s Child wellbeing indicators, LEAP processes and templates.
Excellent English language communication skills (oral and written).
Excellent analytical/problem-solving skills and attention to detail in the development of written documents.
Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.

PURPOSE OF POSITION:
Under the direction of the Operations Director, assist in developing and coordinating proposals for multi-sectoral & multi-area development, relief and recovery programs; liaising with potential and current donors to establish relationships that promote fund acquisition and program collaboration; providing overall coordination in technical assistance, planning, implementing, monitoring, evaluating and
reporting of assigned portfolios; and collaborating with other departments to
develop integrated programming.
KEY RESPONSIBILITIES:
Program Development and Fundraising
Work with field-based staff to develop concept papers and prepare proposals (including logical frameworks, draft budgets, budget narratives, and monitoring and evaluation plans) for major government, private and multi-lateral donors.
Work with field-based staff to prepare monthly, annual and end-of-project narrative reports and donor updates as required.
Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as necessary.
Assist in preparation of the organization’s operating plan and strategy.
Assist in development and implementation of systems that will support the organization’s efforts to monitor and evaluate its programs, to track information on project implementation, to store vital program documentation, and to gather and store information vital to communicating project impact
and promote pro-active learning.
Assist in monitoring program progress to ensure donor compliance and program quality and discuss/initiate, where necessary, adjustments to original plans in close coordination with the Director of Program
Development, SOs and external donors, based on sound impact analysis of proposed changes:
Representation and Communication
Provide program updates as needed to key WV support offices, the Regional Office, donors and partners.
Assist the Program Development Director with developing key relationships and partnerships with other INGOs, local NGOs and donors.
Assist in drafting, monitoring implementation, reporting and signing of technical agreements with line ministries and other Government agencies.
Financial Management
Identify funding gaps and seek new funding to support the program as needed.
Assist the Program Development Director on monthly financial reviews and quarterly project implementation and financial reviews, and follow up on budget adjustments (amendment requests) where necessary, according to donor requirements

Diffa
Save the Children began working in Niger in July 2005 in response to the nutrition emergency. Save the Children established feeding programmes for malnourished children in Maradi province (Tessaoua and Aiguie districts) and Zinder province (Kantché (ex-Matameye) and Magaria districts) using the community therapeutic care (CTC) model. This programme has continued since then, with an average of 30,000 to 40,000 new admissions per year, and it has progressively shifted from a large-scale emergency response towards an integrated service of the primary health care system. In 2010, in response to large scale food insecurity & malnutrition Save the Children opened another field base in Diffa.
Niger is currently facing a nutrition crisis with an estimated 6.3 million people expected to be in food insecuri ty in the month of April. Save the Children has embarked in an ambitious £30m strategy that aims to cover 1.3 million people. The strategy is prioritizing Food Security and Nutrition with plans to expand the scope in an integrated multi-sectoral way covering six thematic sectors.
Job Purpose
Your role is to initiate, lead, advise, support and optimise the contribution of our country programmes to Save the Children UK's (Save the Children) global Child Survival breakthrough and campaigns. This will involve the development, designing and management of the nutrition programme and will include proposal writing, the provision of technical support , training and capacity building, advocacy and representation and management of budget and other resources.
If you are interested in this post you should have qualifications in health, nutrition or related field and a substantial experience at international level in technical support and/or programme management and also direct experience of planning, implementing and measuring the impact of health, hunger reduction or other related programmes. You will also need to have experience of planning and implementing campaigns, policy analysis and development, and advocacy as well as a successful track record of developing large-scale proposals (£1m and above) and securing funding from donors.
