Background
The Government of Rwanda’s (GoR) medium-term strategy for economic growth, poverty reduction and human development, is set out in the”Economic Development and Poverty Reduction Strategy” (EDPRS). The EDPRS covering the five year period from 2008 to 2012 identifies the country’s developmental objectives, priorities and policies through three flagship programs: i) Growth for Jobs and Exports; (ii) Governance; (iii) Vision 2020 Umurenge that aims to reduce inequality and extreme poverty. The EDPRS is fully supported by country level stakeholders, including development partners and assigns a high priority in accelerating private sector-led growth.
Three years down the road of the implementation of the Economic Development and Poverty Reduction Strategy (EDPRS), it is clear that progress is being made.
The EDPRS results and policy matrix is organized around the three EDPRS flagship programs, which have been aligned to the three clusters (Economic, Social and Governance).
In 2007, the UNDP country office elaborated the current Country Programme (2008-2012). The Country Programme Document articulates UNDP’s responsibilities with the implementation of the United Nations Development Assistance Framework (UNDAF). The UNDAF (2008-2012) conveys the UN system’s response to the Government of Rwanda’s Economic Development and Poverty Reduction Strategy (EDPRS). As part of the effort to improve system-wide coherence and reduce duplication, UNDP will refocus its programme around the central issue of governance, where it has a clear comparative advantage. Given UNDAF’s emphasis on Good Governance, UNDP will focus its interventions in this area. In addition, UNDP will work in the area of environment in partnership with specialized non-resident agencies.
A strong, coordinated response from Rwanda’s development partners and the UN system is needed to meet current challenges, including the rehabilitation of the country’s human and social capital, and service delivery to the poor. In order to help Rwanda meet the MDGs, a scaling-up of aid flows is currently under discussion. If implemented, this will create a whole new set of challenges in terms of strengthening public financial management and the macro-economic framework, as well as addressing institutional weaknesses in service delivery and decentralization. Finally, the long term sustainability of Rwanda’s development strategy will require a deepening of the reconciliation process, and strengthening of democratic governance, as well as a mainstreamed approach to conflict prevention and peace building.
From 2005 to 2007 the Support to Increased Country Office Delivery and Technical Support Capacity project produced the following results for the in support of the Government of Rwanda:
Africa Governance Forum VI essential documents for Rwanda were prepared;
AGF VI were organised and effectively convened in Kigali, Rwanda;
A study on “Pro-Poor Economic Policies in Rwanda” was undertaken and published;
Rwanda’s National Human Development Report (NHDR) were published;
UNDP/RBA Women’s Governance Forum was undertaken in Rwanda;
UNDAF was prepared.
Between 2008 and 2010, the project provided, among others, the following support to the Government of Rwanda:
Production of Rwanda National Human Development Progress Report (NHDR);
Production of the 2010 MDG Progress Report;
Publication of the 2008 UNDP Annual Report;
Launch of the 2009 Global Human Development Report (HDR);
Numerous Workshops/Trainings, including one on MDG Scaling Up Activities.
Managed through the DIM modality, this project provided targeted support for the development of reports that generated wide ranging debate and discussion on pertinent development issues as well as informed national policy and planning. The publication and dissemination of the Rwanda Human Development Report 2007 was a timely and a useful contribution to the ongoing debate on translating development goals in Vision 2020 and the Millennium Development Goals into effective policies and concrete action plans.
During the current programme period, UNDP will continue its contribution to evidence based policy making through the development of a follow up support project managed by the country office. This project will seek to contribute to UNDAF outcome 1.5 “Policy and socio-economic planning based on quality and disaggregated data strengthened” particularly through continued support to the development of Rwanda Info and the production of policy documents such as National Human Development Reports (NHDR) and MDG Progress Reports
Duties and Responsibilities
Summary of Key Functions:
Manage the realization of project outputs through activities;
Provide direction and guidance to project team(s)/ responsible party (ies);
Liaise with the Project Board or its appointed Project Assurance roles to assure the overall direction and integrity of the project;
Identify and obtain any support and advice required for the management, planning and control of the project;
May also perform the role of Team Manager.
1. Ensures implementation of the project focusing on achievement of the following results:
Identification of strategic and innovative programme areas of cooperation;
Operationalization of UNDAP/CCPD in collaboration with the main partners and other UN Agencies;
Analysis and presentation of UNDP poverty reduction policies, and their implementation in the Country Office (CO);
Ensuring the linkages of the MDG portfolio with other UNDP practice areas in CO: governance, disaster risk reduction, environment, HIV/AIDS, and gender.
2. Ensures effective management of the DIM project focusing on quality control of the full cycle of project management:focusing on quality control of the full cycle of project management:
Ensure that funds are made available to the project;
Ensure that risks and issues are properly managed, and that the logs in Atlas are regularly updated;
Ensure that critical project information is monitored and updated in Atlas, using the Activity Quality log in particular.
3. Maintains advocacy and promotion of awareness of UNDP’s mandate and mission focusing on achievement of the following results:
Advocacy for the Millennium Development Goals, Human Development and equitable economic growth by participating in relevant forums, conferences and trainings;
Support to monitoring progress and formulation of strategies towards the achievement of the Millennium Development Goals;
Management of events and publications on economic issues.

Emergency Response Officer Job Vacancy at ARC Rwanda
Job Title:Emergency Response Officer
Location: Kigeme Refugee Camp, Gasaka Sector, Nyamagabe District, Southern Rwanda
Reporting Relationship: Sr. Program Coordinator
Length of Consultancy: 3 Months (starting ASAP)
Main Objective: To coordinate and lead ARC Rwanda’s emergency response efforts in response to the influx of Congolese refugees in Kigeme Refugee Camp.
Background: Due to intense fighting around North Kivu in DRC, approximately 10-15,000 refugees were forced to flee to western Rwanda since late April. The American Refugee Committee International has worked in Rwanda since 1996. ARC’s response to this emergency includes working closely with UNHCR, MIDIMAR, INGOs and local authorities to rapidly establish a new refugee camp that has appropriate shelter and basic life-saving services such as water/sanitation, infrastructural improvements, livelihoods and Income Generation Activities and prevention and response to GBV.
Key Responsibilities:
Program Coordination and Management:
• Supervise and manage the establishment of Kigeme Refugee Camp by setting up a multi-sectoral program including but not limited to; Emergency shelters and Semi Durable shelters for refugees coming from Nkamira Transit as well as multi-sectoral • Liaise with UNHCR and MIDIMAR including other partners for the construction of Public Infrastructures such as offices, food distribution center, health post etc within the camp • Supervise and manage program staff in the camp and assist with new staff recruitment.
• Monitor the implementation of operations according to the budget of the camp programs (Shelter and Infrastructure, Community Services and GBV) • Participate in the development of new programs or expansion of existing programs. • Provide daily updates to the Senior Program coordinator and Country Director and weekly and monthly reports, as appropriate • Liaise with the Senior Program Coordinator and Admin/Finance officer for efficient utilisation of all resources as well as facilitating fieldwork. • Represent ARC International in all co-ordination and planning meetings as necessary. • As requested by the Country Director, be the security focal point for ARC, liaise with UNHCR, MIDMAR, WFP and other partners • Perform other tasks when deem necessary by the SPC or CD.
Logistics and Finance: • In conjunction with the Kigali based Financial Controller and Logistics Manager, establish logistics and financial systems to ensure that ARC’s finances and resources are managed appropriately and that ARC financial policies and procedures are followed. • Liaise with the Kigali based Finance Manager for technical advice and assistance. • Collaborate with the Finance Controller to ensure monthly financial projections and corresponding cash requests are processed in a timely manner. • Perform weekly cash counts and reconciliation • Be responsible for the security and safety of staff and assets within the area of responsibility Camp by closely coordinating with the Security and Staff Safety Manager. • Liaise closely with Kigali based Logistics team to ensure that adequate logistics support for Kigeme based team is provided. Ensure that requests for programmatic supplies, equipment, medical equipment, drugs, vehicles, fuel etc are submitted and procured in a timely matter
Qualifications: • At minimum 5 years of experience working in emergency settings preferably in East/Central Africa. • Experience starting up operations in emergency settings, preferably in Africa • Strong French language skills required • Ability to represent ARC and coordinate efforts with UN agencies, INGOs and government authorities. BASIC FUNCTION OF POSITION
As an integral member of the Economic Growth (EG) Team,, the Senior Agriculture Advisor will be the technical expert for USAID/Rwanda's agricultural development programs and projects within the Economic Growth (EG) portfolio. The incumbent will provide technical leadership to the development and implementation of programs within the Mission's core investment areas where USAID/Rwanda can contribute to the development of the agriculture sector while working closely with other development partners and stakeholders. S/he serves as a key advisor in developing and managing interventions to promote increased agriculture productivity, agribusiness development, improved research capacity, extension services, input supply systems and technology development and transfer. Furthermore, s/he will support.the strengthening of higher education systems and building Government capacity in agriculture and economic growth fields to ensure a solid foundation supporting research and technology development. BASIC FUNCTION OF POSITION
Performs the full range of protocol and representational duties of an LES Protocol Assistant/Events Coordinator for the Ambassador and Deputy Chief of Mission and is responsible for overseeing all protocol functions. Serves as liaison between the Executive Office and the Government of Rwanda, keeping current on all changes in high level GOR positions, recommending and scheduling meetings and representational events that support USG interests in Rwanda. information available to the general public and other multisectoral
stakeholders and partners (legislation, guidelines and lists of registered
products, including rejected applications, etc.)
10. Support the implementation of the EAC regional policies,
guidelines, standards, procedures as well as legal and regulatory
framework for joint evaluations of dossiers and inspections of medicine
manufacturing sites and to ensure that these assessments are integrated
into national and sub-national decision-making processes as applicable.
11. Build national capacity to implement medicines registration and
regulation harmonization (including developing a capacity building
programme for technical, financial and management staff and project
management inc. monitoring and evaluation) including contributing to
the establishment of the decentralised East African Community
Medicines and Food Safety Commission (EACMFSC);
12. Develop and implement a national advocacy and communication
strategy to sensitize key stakeholders at national and sub-national levels
and to build ongoing multisectoral stakeholder commitment (including
political and local community commitment for developing and
implementing policy and legislative amendments on medicines
registration and regulation)
13. Facilitate national medicines registration and regulation policy and
legislative review in the respective East African Community Partner
States in order to incorporate the changes that will occur as a result of
the harmonization of medicines registration and regulation among the
Countries.

registration and regulation projects, programmes and initiatives in

The UNSD-DFID project on "Improving the collation, availability and dissemination of national development indicators, including Millennium Development Goals" aims to improve the communication and dissemination of development data at both national and international levels.
To facilitate implementation of this project in Rwanda, activities are taking place to develop and establish a National Registry using Standard Data and Metadata eXchange (SDMX) technology. The National SDMX Registry will be managed and maintained by the NISR and will be used to facilitate the promotion and use of consistent standards, classifications and metadata across the National Statistical System in Rwanda, to improve the quality and comparability of statistics produced across the NSS. The SDMX Registry will also be used to facilitate exchange of core national development indicators with the international level for dissemination via CountryData, a UNSD application which disseminates both national and international data for core development indicators.
The consultancy will work directly with the NISR, key contacts in line ministries and external technical experts to establish an inventory of definitions and standards relevant for the NSS and to codify these standards so that they can be incorporated into the Registry so that it fully meets the needs of the NISR and NSS in Rwanda. As a priority the consultant will seek to incorporate the on-going work in this area by the NISR into the SDMX Registry, including the Draft Classifications Manual (adopted from international classifications to suit the Rwandan context) and the Rwanda Metadata Compendium consultancy. The consultant will also work with the NISR and NSS to identify common levels of geographical disaggregation for Rwanda, such as Enumeration Areas, which will also be incorporated into the SDMX Registry. The consultancy will include a significant capacity-building component so as to foster a sense of national ownership of this area of work and assist in the smooth running of the project generally.
The main results expected from this consultancy are the following:

Based on this, the consultant will develop a detailed activity plan to ensure these requirements are met. This will cover both work to be done by the consultant in-country and through follow up, and on-going work to be done by key NISR staff to ensure implementation, ownership and sustainability.
Compilation of data, metadata, standards, classifications and relevant code lists (such as those for administrative areas) from across the NISR and also key line ministries producing official statistics. This inventory will include but not be limited to the classifications and metadata contained within the Draft Classifications Manual and Rwanda Metadata Compendium.

After having completed an initial assessment, the consultant will develop a detailed work plan and timeline of activities within the first month and submit to both NISR and UNSD. Qualifications and experience
Masters degree in computer science, information systems or statistics. A minimum of five years' experience of progressively responsible experience in information systems, statistics or related area, including experience of XML and application of SDMX.
Experience of project management in a developing country context is an advantage. Experience of database and other data storage software is required. Good capacity for and experience in knowledge transfer and excellent communication skills.
Language: Excellent command of written and spoken English. Practical knowledge of French would be beneficial.
