Objectives
The Sierra Leone Country Office (SLFO) of the African Development Bank has been established to strengthen policy dialogue between the Bank and the Government and other stakeholders; improve performance of the project portfolio and aid coordination with other development partners. The major functions of the Office fall under the areas of country programming, project administration, promotion of a participatory approach, regional integration, and aid coordination, in line with the partnership principles and with a view to achieving development effectiveness and sustained impact of Bank Group-supported development operations in Sierra Leone.
The Bank invites applications from suitably qualified candidates to fill in the vacant position of Senior Macro-economist. This position, based in Freetown, Sierra Leone is designated as Local Professional and does not attract international terms and conditions.
Only applicants who are nationals of Sierra Leone or already have the right to live and work in the country will be considered for this position. The Bank does not support applications for work permits and relocation.
Duties and responsibilities
Under the supervision of the Resident Representative and technical guidance of the Country Economist, the incumbent will perform the following duties and responsibilities:
Provide active support to the Country Economist in preparation of the Country Strategy Paper, Economic and Sector Work, and in the organization of stakeholders’ dialogue workshops.
Lead in the identification and preparation of Economic and sector Work (ESW) at the country level.
Assist in implementation and monitoring of the Bank Group medium term operational programme, covering both lending and non-lending activities.
Participate in country level policy dialogue on macroeconomic, sector and institutional reform issues, within the framework of the Local Development Partners’ Group, aid coordination meetings as well as in thematic workshops and seminars.
Participate in key country processes and initiatives, including budget, public expenditure reviews, sector reviews and working groups.
Assist, when required, in the development of the Bank’s policies, procedures and guidelines, and ensure their application at the country level.
Represent the Bank in its dealings with the IMF.
Lead within the country team relevant process tasks, such as the annual Country Policy and Institutional Assessment (CPIA) exercise, and Country Risk Assessment.
Follow up on Government repayment of loans and subscriptions.
Prepare regular briefs on key economic, social and political developments for transmission to Headquarters.
Participate in missions from Headquarters when needed.
Selection Criteria
Including desirable skills, knowledge and experience
A minimum of a Master’s degree or its university equivalent in Macroeconomics or Economics.
A minimum of five (5) years relevant work experience in similar economics roles.
Evidence of strong technical and economic research/analytical work.
In-depth knowledge of economic, social and political as well as development issues in the country and the sub region.
Proven ability to interact competently with staff of the Government and donor agencies on issues related to aid coordination.
Excellent interpersonal skills including diplomacy, tact and the ability to negotiate and influence.
Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues.
Excellent spoken and written English. A working knowledge of French would be an added advantage.
Competence in the use of standard MS Office software (Word, Excel, PowerPoint, Project). Knowledge of SAP S/R would be an advantage.

ROLE PURPOSE: The Director of Program Development and Quality shares in the overall responsibility for the direction and coordination of the Country Office program. As a member of the Senior Management Team (SMT) in Sierra Leone, the Director of Program Development and Quality is responsible for overseeing the development of high quality, innovative programs that deliver immediate and lasting change for children and monitoring the quality of the implementation of those programs including advocacy and related policy. KEY AREAS OF ACCOUNTABILITY:

• Ensure Sierra Leone Country Office complies with all Save the Children Management Operating Standards and Standard Operating Procedures

Strategic Planning
• Provide strategic vision and direction to the Save the Children Sierra Leone program

• Participate in conceptualizing and designing cost effective, innovative and high quality programs to serve difficult to reach children

Program Design and Technical Assistance
• Ensure that the Sierra Leone Country Office has a first class, multi-sectoral and dual mandate program reflecting all priority technical and sector aspects of the Save the Children global strategy
• Ensure the design and development of child focused emergency and development programs of a high quality that contribute to the Country Office’s strategies and plans, informed by child participation where possible
• Support the Director of Program Implementation in the implementation and monitoring of all longer term technical goals, objectives and policies
• Ensure that the different technical sectors of the Country Office are coordinated, integrated and support each other to optimize programs and projects
• Ensure that technical advisors provide input into proposals and proactively and regularly communicate planned requirements for program design and implementation to relevant CO departments/functions
• Support the Director of Program Implementation in ensuring adequate resources are secured for program activities from both grants and the private funds of Save the Children members, including identifying strategic leads and concepts
• Ensure that all sectors apply a risk lens to program design and implementation in line with the Save the Children policy on Disaster Risk Reduction
• Ensure appropriate levels of technical assistance and capacity building is provided to partners

Advocacy
• Lead the development of an advocacy strategy for the Sierra Leone Country Office. Support thematic advisors to articulate their top priority advocacy objectives in line with the new Country Strategic Plan
• Identify key opportunities and events for Save the Children Sierra Leone to position itself as the leading organisation for children’s issues in Sierra Leone
• Oversee thematic advisors and other program staff in their work, including development of a plan for achieving their priority advocacy objectives in both an emergency and development context. This should include guidelines on the meaningful and safe participation of children in advocacy
Partner Management
• Ensure that every partnership is formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of Save the Children's global strategy and strengthens local and national capacity to deliver for children
• Analyze potential partners using documented selection methods and ensure that all partners comply with Save the Children and donor requirements and regulations
• Ensure that the Sierra Leone Country Office engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building and advocacy
• Oversee program implementation of existing partners and ensure appropriate partners are engaged in emergency preparedness activities
Innovation
• Oversee Save the Children Sierra Leone's operational research programs, deliver existing projects and develop new ones. Ensure the publication of results

Knowledge Management

Sub-Saharan Africa is the largest and most complex region in the Bank, spanning 47 countries (including 34 of the world’s poorest countries) with a population approaching 800 million. While it was badly hit by the global financial and economic crisis, the continent has been on the rebound since 2010. Beyond growth, making headway against poverty will require a focus on job creation with Africa’s youth entering the labor force at an estimated 7-10 million annually. A new Africa strategy is under implementation. It has two pillars - competitiveness & employment, and vulnerability & resilience - and a foundation of governance & public sector capacity building. It will be implemented through partnerships, knowledge and financing. This locally recruited Private Sector Development Specialist position will report to both sector (AFTFW) and country management (AFCW1). AFTFW’s work program in Sierra Leone ranges across both financial and private sector development issues, and includes analysis, design and implementation of both lending and non-lending services. In line with Government of Sierra Leone strategies and priorities the successful candidate will assist in the development of the World Bank’s efforts to support financial and private sector development, provide technical support to other country team members, provide support in supervising ongoing projects in the FPD portfolio, and provide support in the development of new lending and analytical activities. A key focus going forward will be in assisting the Government to develop and implement private sector development strategies in response to Sierra Leone’s current resources boom, and to leverage that boom to the extent possible for broadly based development in the non-extractives sectors of the economy. Important aspects of this will be analysis and assessment of spatial investment opportunities; sectoral competitiveness issues, financial sector development issues and the further development of Public-Private Partnerships (PPPs) as a key policy instrument.
Duties and Accountabilities
• Support and develop the World Bank Group’s private and financial sector analytical and investment portfolio, in close collaboration with other FPD team members providing oversight of Sierra Leone, and IFC colleagues; • Represent the World Bank in meetings relating to private and financial sector development; • provide technical inputs on private sector development and financial sector development issues into other relevant World Bank projects; strategic policy dialogue, policy-based lending, CASs and PRSP; • Lead and develop targeted analytical work on private and financial sector issues; • Provide support and guidance to the Government team implementing projects and undertake supervision activities on behalf of IDA (e.g. organizing missions, preparing procurement responses etc.); • Serve as the principal contact for coordination of financial and private sector issues; • Lead the dissemination of World Bank analytical work and best practice principles (including regional reports and workshops/conferences); • Work closely with other development partners active in supporting financial and private sector development to strengthen partnerships and build synergies and represent the World Bank sectoral development partner platforms.
Selection Criteria
Minimum Masters Degree in economics and/or business administration and a minimum of 5 years of directly relevant experience in the private and/or financial sector or public service; - Excellent conceptual and analytical skills with an ability to address both macro and micro issues and a strong track record of excellence in analytical work and policy discussions; - Recognized and respected by peers with demonstrated ability to interact effectively and collegially in a team with peers at all levels; - Demonstrated ability to represent and present private and financial sector issues effectively and make sound judgments on issues requiring management guidance; - Demonstrated ability to communicate ideas and analyses clearly and tactfully, both verbal and written, in English. - Excellent knowledge of the Sierra Leone economy; Established network of private or public sector actors in Sierra Leone an asset. - Operational experience in the World Bank group or related organizations and procurement proficiency, experience in preparation or supervision of sector investment loans or policy lending and trust fund accreditation a plus.
