Background
UNDP Ethiopia is one of RBA Country Offices with a big programme and a challenging programme and operating environment. With two DCDs, one focusing on the UNDP operations and the other on UNDP programme, the DCDs operates under delegated authority from the Country Director.
The DCD-Programme covers a broad range of programmatic issues ranging from participation in CCA and UNDAF processes, joint programmes and UNDP projects and programmes within the UNDAF Results Matrix. Under the overall guidance of the Country Director the DCD-Programme leads strategic planning, programme formulation and monitors programme effectiveness and delivery. The DCD-Programme advices the Country Director and RC/RR on course correction and creative responses to emerging complex challenges.
The DCD-Programme is responsible for supervision and guidance to UNDP programme staff and ensuring cross-unit cooperation and coordination. The DCD-Programme advocates for UNDP and liaises with other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society.
Duties and Responsibilities
Under overall supervision and guidance of the Country Director, the DCD-P is responsible for the management, oversight and implementation of the UNDP Tanzania Country Programme.
1. The DCD-P leads the UNDP programme with the following expected results:
Coordinates and provides substantive contributions from UNDP in the CCA and UNDAF, promotes thematic and sectoral synergies and coordination of programme activities and execution;
Leads the programme team in programme formulation and networking to ensure a programme which is relevant and responsive to changes in the country context;
Advises the Country Director on country programme development and delivery, identifies approaches and modalities to achieve development targets.
2. Within the UNDAF Results matrix and the Country Programme Action Plan, the DCD-P is responsible for the day-to-day:
Programme management: the DCD-P manages UNDP’s commitments within the UNDAF Results Matrix, ensures effective application of RBM tools, monitors unit work plans, programme effectiveness and achievement of results, the DCD-P maintains regular contact with project and programme counterparts;
Financial management: the DCD-P has senior manager rights in Atlas and ensures the integrity of financial systems, review of budget requirements and the consistent application or rules and regulations; the DCD-P ensures cost-recovery system for the services provided by the CO to projects in close collaboration with the DCD-O
Human Resources management: in consultation with the Country Director, the DCD-P is responsible for recruitment, performance and career management and supervision of UNDP programme and project staff to motivate and promote organizational excellence;
Team work: Promotes cross-unit team work;
Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained.
3. Under the overall guidance and leadership of the Country Director, the DCD-P supports partnership building and resource mobilization for UNDP:
Supports overall resource mobilization of the Country Director with a focus on the Country Programme Action Plan and ensures that UNDP mobilizes the support needed for the RC function whenever requested by the RC;
Advocates for UNDP with government counterparts, donor community, international financial institutions and the UN;
Represents UNDP in the UNCT and in international fora as requested by the Country Director.
4. The DCD-P ensures knowledge building and management focusing on achievement of the following results:
Advocates for UNDP with Government counterparts and ensures access to best available expertise;
Promotes identification and synthesis of best practices and lessons learned from the country programme for organizational sharing and learning;
Supports capacity-building of national counterparts;
Promotes a knowledge sharing and learning culture in the COs.

ORGANIZATIONAL DESCRIPTION:
The International Rescue Committee (IRC) began work in Ethiopia in 2000 in response to severe drought in Ethiopia's Somali Region. IRC now runs programs in five regions across Ethiopia, targeting refugees, host communities and disaster affected communities. IRC implements emergency water and sanitation activities, works to reduce the number of children involved in the worst forms of child labor, conducts agricultural activities, works with pastoralists on improving animal health, raises awareness on HIV/AIDS, family planning, and polio, and conducts community-based activities to reduce morbidity and mortality among children under five.
PROGRAM BACKGROUND:
Drought and instability in Somalia has driven tens of thousands of refugees into southern Ethiopia. There are currently five refugee camps in Dolo Ado Woreda, in the south of Ethiopia, with a sixth camp potentially opening soon, and a total refugee population of 153,200. The IRC is mandated with providing safe water to three of the refugee camps, housing 107,000 refugees, as well as host communities, institutions and implementing partners (NGOs, IOs, government offices) in and around the camps. Over the past year, the IRC has been able to complete water supply pipelines to each of the three camps, and distribution networks within the camps. The source water is highly turbid river water from a perennial river, and so the IRC has also constructed water treatment plants for each of the camps, with flocculation, sedimentation and rapid sand filtration units.
Over the emergency period, the IRC has faced an extremely high workload in completing construction in a remote and often challenging environment. With water now on tap in all three camps, the IRC is now turning attention to improving and operationalizing the water supply in each camp, to ensure consistent, reliable and high quality service to the refugees. The number of people and institutions is now well above the planning figures in all three camps, and the numbers requiring clean water continues to grow. In particular, UNHCR plans to move their sub-office to Melkadida, and other IPs are also relocating their offices and guesthouses to the camps from Dolo Ado Town. Thus the IRC faces continuing need to expand and improve water treatment capacity.
The IRC seeks a Water Quality Specialist to work with the two program managers and with the project teams at the three camps. This is a short term position, and the Specialist will be based in Dolo Ado, at the IRC guesthouses in Melkadida and/or Bokolmayo Camps.
Scope
The Water Quality Specialist will supervise a small team consisting of a water quality officer and three water quality assistants. The Specialist will ensure that water supplied on the daily base is in compliance with acceptable standard and norms. The specialist will assess the adequacy (quantity and quality) of the current water supply, whether certain groups are particularly disadvantaged from inadequacy of the supply and identify what actions would lead to improvement in the water supply. Training of the operational team is crucial to ensure that they have the skills to continue to operate the plant. Working with the two EH Managers to ensure sufficient water is available in the camps in accordance with the demand cycle of the camp is also a core responsibility.
Key responsibilities include:
Define what data need to be collected and how. Monitoring the quality of treated water, and establishing monitoring systems to track quality and quantity of water produced, and establish corrective actions where water quality lies outside established standards.
Evaluation of the current water treatment infrastructure and treatment regime, and identifying needed improvements.
Together with the operating team, instituting change and establishing effective site-specific routines and procedures for managing the treatment plants.
Establishing and improving water quality laboratories at each site, identifying and ordering needed equipment.
Developing site-specific manuals and SOPs covering all aspects of operation of the water treatment plants.
Training and mentoring site staff in the use of these manuals and in all aspects of facility operation, maintenance, monitoring and management.
Identifying needed physical improvements and expansions of the water treatment plants, and designing and overseeing the construction and commissioning of these improvements.
This Specialist reports to IRC Ethiopia's Environmental Health (EH)/WASH Coordinator for technical issues and the Camp Manager for day-to-day operational issues. The Specialist works alongside the EH Managers in ensuring effective water supply to beneficiaries in the three camps. The Specialist manages the Water Quality Officer and Assistants. The position is expected to be based at the guest houses at Bokolmayo and Melkadida Refugee Camps, possibly transferring between the two periodically depending on activity focus, and with frequent travel between the water treatment facilities at all three of the camps.
Requirements
BSc in Civil/Environmental Engineering or similar field.
Minimum 4 years of relevant experience.
Demonstrated specialization in water treatment, with experience in the design and operation of water treatment facilities.
Demonstrated experience and ability in working alongside staff and training and mentoring them in technical skill acquisition.
Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting.
Ability to work and live in a remote environment.

The Country Director (CD) for DRC Ethiopia is responsible for managing all activities within the DRC Ethiopia country programme, which currently includes the country office in Addis Ababa and three field operations: Jijiga; Dolo Ado and Gambella. The CD provides strategic guidance and management to all sectors, and is responsible for high quality and accountable programme design and delivery. In DRC, the CD retains a high degree of management autonomy, within a clearly defined regional strategic framework.
DRC's Ethiopia programme focuses on Integrated Emergency Response (Shelter; NFI; WASH); Livelihood Programming and Community Driven Development (CDD) for refugees, IDPs and refugee hosting areas. The current annual portfolio is approximately 4 million USD, but set to grow over the coming years.
The Ethiopia Country Director will supervise 7 expatriate staff, as well as the team of senior national staff. A close working relationship will be maintained with the regional senior management team; the regional support teams and DRC Country Directors in Yemen; Somalia and Kenya.
Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are four main programme offices in Somali region, one in Yemen, one in Kenya and one regional office in Nairobi. There are also non operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office (RO). Currently there is over 450 DRC staff in the region. The last two years have seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
Key Responsibilities
Programme Strategy: To develop and update the Ethiopia programme strategy, within DRC's overall regional and global strategic frameworks. Tasks include: a) ensuring staff understand the regional and global frameworks, b) leading a consultative process for local strategy development, c) leading annual programme portfolio analyses and reviews.
Programme Delivery: To be responsible for all aspects of delivering a high quality and accountable programme, including developing detailed programming into overall programme direction and vice versa. Tasks include: a) ensuring a local quality assurance system is developed and followed, b) providing staff with direction and input at all major stages of programme cycle, c) ensuring timely implementation and reporting, d) ensuring all staff have work plans which are in line with strategic priorities, e) apply performance management systems, f) ensure full implementation of strong monitoring, evaluation and documentation processes.
Fundraising: To provide strong fundraising abilities and play key role in fundraising and donor contract management, including a) identification of funding opportunities, b) leading concept and proposal development with support from technical and management staff at country, regional and HQ levels.
Quality and Accountability: To be responsible for ensuring programme compliance with the organisational quality and accountability commitments. Tasks include: a) With RO, ensure that Programme Handbook is known throughout DRCs field offices, b) lead process of developing and updating local Humanitarian Accountability Framework and Quality Management System, c) enabling staff to reach compliance with HAF and follow QMS, d) ensure complaints handling mechanisms are in place for all programmes, e) preparing the quarterly report and including section on compliance, f) promote accountability concepts and practices amongst humanitarian community.
Safety and Security: To be overall responsible for ensuring that DRCs Ethiopia programme is delivered in a safe and secure manner. Tasks include: a) working with DRC's RSA (Regional Security Advisor) to ensure that all DRC HoA security management protocols and procedures are updated, made locally relevant and applied consistently, b) to be overall responsible for ensuring security analyses is being done collectively and regularly, c) ensuring that good security management becomes a cultural and procedural norm for staff.
Representation Coordination and Stakeholder management: To ensure that DRC maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors. Tasks include: a) high levels of representation with Government and UN agencies at national and regional level, with ability to work with high level officials to negotiate DRC programme priorities in Ethiopia, b) representing DRC at relevant and senior forums/ meetings, c) ensuring other staff are appropriately representing DRC at relevant forums/ meetings, d) maintaining agreed profile of DRC at country level, e) conducting regular stakeholder analyses to ensure that DRC has good understanding of dynamics/ relationships, f) ensuring that all staff maintain beneficiaries and communities at the centre of DRC's stakeholder list, g) engaging in, and where effective, leading coordination processes amongst key stakeholders.
Communication and Networks: To lead the Ethiopia team's communication and networking in all DRC's key areas. Tasks include: a) with RO, preparing a programme communication strategy including identifying key networks, b) guiding staff to communicate and network clearly, appropriately and strategically.
Accounts and budget accountability: To be overall responsible for ensuring financial accountability. Tasks include: a) responsible for all aspects of budget management, b) managing the finance team, c) ensuring that all financial systems are followed and that financial reports submitted are accurate, d) ensuring the finance and programme teams have a productive relationship.
Support services: To ensure that HR/ Administration and Logistics teams are effectively supporting programme needs. Tasks include: a) ensuring that HR/ Administration and logistics protocols and procedures are being followed, b) ensuring that Support services are adapting and responding to programmatic needs, c) play a very active oversight role in sensitive areas, such as recruitment, discipline and complaints handling.
Capacity building and staff development: Ensure that staffs in Ethiopia are continuously developing their ability to fulfil their job descriptions as well as the organisational requirements. Tasks include: a) with RO, preparing a capacity building strategy and action plan, b) securing resources to enable capacity building, c) implementing a variety of capacity building techniques and initiatives.
Reporting Arrangements: The position is supervised by the DRC's Regional Director for DRC Horn of Africa & Yemen operation. The Country Director supervises the following senior positions:

Essential:

There are also non operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office (RO). Currently there is over 450 DRC staff in the region. The last two years have seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
Key Responsibilities
Programme Strategy: To develop and update the Ethiopia programme strategy, within DRC's overall regional and global strategic frameworks. Tasks include: a) ensuring staff understand the regional and global frameworks, b) leading a consultative process for local strategy development, c) leading annual programme portfolio analyses and reviews.
Programme Delivery: To be responsible for all aspects of delivering a high quality and accountable programme, including developing detailed programming into overall programme direction and vice versa. Tasks include: a) ensuring a local quality assurance system is developed and followed, b) providing staff with direction and input at all major stages of programme cycle, c) ensuring timely implementation and reporting, d) ensuring all staff have work plans which are in line with strategic priorities, e) apply performance management systems, f) ensure full implementation of strong monitoring, evaluation and documentation processes.
Fundraising: To provide strong fundraising abilities and play key role in fundraising and donor contract management, including a) identification of funding opportunities, b) leading concept and proposal development with support from technical and management staff at country, regional and HQ levels.
Quality and Accountability: To be responsible for ensuring programme compliance with the organisational quality and accountability commitments. Tasks include: a) With RO, ensure that Programme Handbook is known throughout DRCs field offices, b) lead process of developing and updating local Humanitarian Accountability Framework and Quality Management System, c) enabling staff to reach compliance with HAF and follow QMS, d) ensure complaints handling mechanisms are in place for all programmes, e) preparing the quarterly report and including section on compliance, f) promote accountability concepts and practices amongst humanitarian community.
Safety and Security: To be overall responsible for ensuring that DRCs Ethiopia programme is delivered in a safe and secure manner. Tasks include: a) working with DRC's RSA (Regional Security Advisor) to ensure that all DRC HoA security management protocols and procedures are updated, made locally relevant and applied consistently, b) to be overall responsible for ensuring security analyses is being done collectively and regularly, c) ensuring that good security management becomes a cultural and procedural norm for staff.
Representation Coordination and Stakeholder management: To ensure that DRC maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors. Tasks include: a) high levels of representation with Government and UN agencies at national and regional level, with ability to work with high level officials to negotiate DRC programme priorities in Ethiopia, b) representing DRC at relevant and senior forums/ meetings, c) ensuring other staff are appropriately representing DRC at relevant forums/ meetings, d) maintaining agreed profile of DRC at country level, e) conducting regular stakeholder analyses to ensure that DRC has good understanding of dynamics/ relationships, f) ensuring that all staff maintain beneficiaries and communities at the centre of DRC's stakeholder list, g) engaging in, and where effective, leading coordination processes amongst key stakeholders.
Communication and Networks: To lead the Ethiopia team's communication and networking in all DRC's key areas. Tasks include: a) with RO, preparing a programme communication strategy including identifying key networks, b) guiding staff to communicate and network clearly, appropriately and strategically.
Accounts and budget accountability: To be overall responsible for ensuring financial accountability. Tasks include: a) responsible for all aspects of budget management, b) managing the finance team, c) ensuring that all financial systems are followed and that financial reports submitted are accurate, d) ensuring the finance and programme teams have a productive relationship.
Support services: To ensure that HR/ Administration and Logistics teams are effectively supporting programme needs. The Developing Regional States - Afar, Benishangul Gumuz, Gambella and Somali Regions account for 9.2% of the total population (2007 census) and 50% of the surface area of Ethiopia, and represent a sizable portion of the most underdeveloped parts of the country. The human development situation is worse and the pace of their development in most sectors is slower in these regions than elsewhere in the country. Significant problems affecting the emerging regions include poor infrastructure, food insecurity and reliance on short term humanitarian interventions to deliver basic social services, conflict and instability. In addition, the legal and policy frameworks governing decentralization of planning and resources to lower levels of government are less developed in the emerging regions, and the administrative structures require additional support to help bring their capacities up to the standards seen in the more developed regions.
The Programme to Enhance Public Service Delivery for accelerating development outcomes in Ethiopia’s four Developing Regional States (DRS JP) is a 5-year UN joint programme involving 7 UN agencies (UNICEF, UNDP, UNCDF, WHO, FAO, WFP, UNWomen). It has been designed to provide integrated support to the four regions to improve development outcomes and accelerate the achievement of the Millennium Development Goals (MDGs) on a par with the other larger states. Implementation of the DRS programme will focus in the first two years in a small number of selected woredas (districts) in each region to allow partners to pilot new approaches and learn lessons for effective integrated programming before scaling up activities to include a larger number of woredas in a second phase.
The Programme aims at addressing major issues that are constraining development in the four regional states though interventions focused on three thematic areas:
1. Building Capacity for Quality Local Governance which will focus on developing systems and capacities necessary for effective planning, budgeting, human resource management and community participation,
2. Improving Delivery of Basic Social Services which will focus on strengthening capacity for delivery of core services including education. Health, water and sanitation and social protection,
3. Building Capacity for Environmentally Sustainable Livelihoods which will focus on creating a sustainable momentum for economic growth by building the capacity of local economic stakeholders and facilitating investment in economic infrastructure and services.
The programme is coordinated by the Ministry of Federal Affairs (MoFA) at the national level which has responsibility for coordinating special federal support to the four Developing Regional States with all development partners. Programme coordination will be provided by the Bureaus of Finance and Economic Development (BOFEDs) at the Regional level. Programme activities will be implemented by relevant sectoral bureaus at the regional and woreda levels.
The DRS Joint Programme officially began implementation in July of 2011 with a preliminary phase focused on ensuring detailed identification and planning of the full set of joint programme activities which will begin implementation from January 2012.
Functional Responsibilities
The Chief Technical Advisor will provide strategic and technical leadership and overall programme management for the DRS Joint Programme. S/he will ensure that Programme’s outputs are delivered and achieved within the approved timeframe and budget, and ensure smooth and efficient implementation and management of the Programme in line with UN rules and regulations. S/He will be responsible for supporting the activities of the federal level programme governance and management structures and for providing guidance and support to the 4 national technical advisors deployed at regional level. S/he will have a key role in maintaining active coordination between the diverse UN agencies, government partners and other key stakeholders involved in the programmes development and implementation.
The DRS Chief Technical Advisor will perform the following functions:
PLANNING AND COORDINATION
a) Takes the lead role in ensuring that all partners work together in the planning of the Joint Programme activities;
b) Oversight of Regional and Federal level Work Plans;
c) Consolidation of Annual Budget and present to the Joint Programme National Steering Committee for review and approval;
d) Consolidation of mid-year and end of year progress review report for presentation to the joint programme national steering committee and coordination of actions agreed upon at the midyear review
e) Acts as the secretariat for the deliberations of the Joint Program National Steering Commitee (JPNSC) drafting agendas, recording and disseminating action points and follow-up thereon;
f) Ensures close liaison with MoFA, MoFED and other Government Ministries;
IMPLEMENTATION AND MANAGEMENT
g) To support all partners’ implementation of programme activities through direct assistance and technical and operational advice and capacity building;
h) Supports MOFA in its leadership role within the joint programme including quarterly review meetings and, when necessary, strengthens MoFA’s capacity to play this role;
i) Coordinates all activities at national level including procurement of goods and services through the government and international development partner systems as necessary;
REPORTING AND ACCOUNTABILITY
j) Compiles the Single Programme Report for the Joint Programme including narrative progress summary and all financial reporting on the basis of Regional and Federal reports and other inputs from Participating UN Agencies and ensures timely submission to the JPNSC for approval and onward transmission to Administrative Agent through the UN Resident Coordinator’s Office ;
