The World Bank’s Human Resources team for Africa aspires to create an open, merit based environment that enables people to perform their best in service to the World bank mission. As part of the World Bank’s Human Resources team for Africa, the Human Resources Officer (HRO) will provide quality human resource support to managers and staff in the Bank’s country offices located in East Africa -provide support initially to country offices in Mozambique, Angola, Sao Tome & Principe, Tanzania, Burundi, and Uganda. As a member of a global business partners team, the HRO is expected to lead the implementation of workforce strategies and plans in the Country Offices listed above, to design and deliver HR products and services for human capital and business outcome as well as to provide world class delivery of HR services to staff. This locally recruited position will be based in the World Bank’s Country Office in Maputo, Mozambique. The HR Officer will work in concert with team colleagues based in Washington and in other country offices in Africa to support key HR initiatives and programs within a number of offices including implementation of the compensation system, recruitment, performance management, training and staff development. In addition, the HR Officer is responsible for identifying, developing and implementation of business solutions for various workplace issues. This is a locally recruited position that does NOT entail expatriation benefits. Local staff salary and benefits will apply. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year renewable term appointment.
Duties and Accountabilities
• Serve as an advisor to clients, staff and managers on a wide range of HR-related initiatives, programs, services and issues. • Advise and assist managers in strategic staffing taking into account existing and anticipated work requirements and institutional goals/objectives, e.g. analyze and advise on appropriate staffing levels, skills mix, work force diversity, etc. • Advise and support in the design and implementation of organizational effectiveness interventions, facilitation, development and management of high performing teams. • Advise and assist in staff recruitment, including job definition, interview process, selection/appointment of candidates; staff reassignment, exit strategies and processes, etc. • Work directly with staff members in the Bank’s Country offices on basic skill/learning needs assessments, and contribute to design and implementation of customized learning interventions. • Mobilize resources from the HR Team and other units within HRS and outside as required, to support effective HR management in the client area. • Advise managers and staff on effective career and performance management, and take the lead in identifying, assessing and resolving issues, problems, and conflicts, drawing on other Bank resources as appropriate. • Contribute in implementing the corporate HR Agenda. The role of the HR Officer implies frequent interaction with the following: • Client managers, including Directors or equivalent level, and staff at all levels in Washington and in the country offices. • Colleagues in HR, Resource Management, Legal, Staff Association, Office of Mediation, Office of Business Ethics and Integrity, etc.
Selection Criteria
• The successful candidate should possess a Master’s degree in HR or related field and have a minimum of 5 years’ significant experience as a hands-on HR generalist. Prior experience in recruitment, training, performance management, management coaching and HR consulting is desirable. Candidates with prior experience working in international organizations or multi-national corporations are encouraged to apply. • Other requirements include excellent communications skills in French (desired) and English (required); high proficiency in Computer skills (Excel, Word, Powerpoint etc); and effective facilitation skills. • Sound knowledge of general HR policies, processes and systems; • Demonstrated strong analytical skills; • Proven ability to identify and implement business related HR interventions, and ability to maximize the value added resources available within HRS in order to provide high quality client services; • Professional integrity, willingness and flexibility to “roll-up your sleeves” to engage in all aspects of HR work from identification and design to implementation; • Excellent team skills, ability to collaborate and share knowledge with colleagues and clients at all levels; • Demonstrated excellent communication and conflict resolution skills, and • Ability to create trusting working relationships/partnerships within and across units. Maputo, Mozambique - The Program Development Officer (PDO) will focus on supporting and coordinating Samaritan’s Purse (SP) Mozambique Field Office as it relates to the pursuit and development of programs and grant proposals in country. This team member will provide consultation in processes related to program and grant proposals to include writing, editing and the compilation of lessons learned.
Samaritan’s Purse began operations in Mozambique in 2000, responding to floods in Gaza Province. Since then SP has expanded its work to seven districts in Gaza Province and six districts in Inhambane Province. SP implements its community-based programs through a team of over 200 full-time staff and 5,000 community volunteers.
SP’s primary areas of intervention are food and economic security, water and sanitation, health and nutrition, orphans and vulnerable children, and ministry. In addition, SP specializes in providing rapid and effective disaster relief.
RESPONSIBILITIES:
• Liaison between SP and Governmental/Non Governmental authorities for collaborative programming on behalf of Samaritan’s Purse.
• Monitor and actively search for upcoming agency “calls for proposals” and proactively inform the Country Directors, Regional Program Development Officer and Regional Director of upcoming opportunities.
• Write concept papers, proposals, and project summaries in support of the Country Director.
• Work with the Country Director, Program Managers, and Finance Officer to develop proposal budgets.
• Work with Program Managers to ensure all projects are in line with SP’s Program Management Guideline.
• Monitor and evaluate the implementation of quarterly program activities.
• Coordinate assessments and conduct field visits in order to collect and verify data.
• Analyze data and background materials in order to provide guidance and support to Program Managers and key decision makers.
• Research and propose best practices in development programs and Non-Governmental Organization (NGO) operations.
• Oversee updates of SP database that captures project details and geographical coverage of activities.
• Provide surge capacity and assume additional responsibilities in the event of a natural disaster or crisis.

• Bachelor's degree from four-year college or university; advanced degree in related fields such as International Relations, International Health, Agriculture, Economics, etc.; three to five years’ related experience and/or training; or equivalent combination of education and experience.
• One year of college-level Biblical studies is preferred.

RESPONSIBILITIES:
Work with the CD to create and articulate a clear vision and strategy for SP in Mozambique.
Coordinate all projects in Mozambique in close communication with the CD.
Oversee all aspects of ongoing programs:
• Work directly with the program managers to address programmatic challenges
• Adjust implementation strategies as necessary for successful program outputs
• Ensure each program is contributing a significant impact through monitoring and evaluation
Produce timely and accurate program reports:
• Weekly and monthly program reports submitted to the Country Director
• Review quarterly and final reports for external donors

Requirements
Masters Degree in International Education, Developmental Psychology, or Cultural Anthropology with ECD focus
Minimum of three years experience in early childhood development
Fluency in Portuguese and English oral and written language skills
Strong understanding of holistic child development and the ways children learn, including early-literacy methodologies
Proven experience in managing teams and working well in partnership / consortia
Solid understanding of educational curriculum development and dynamic training methodologies
Strong experience in effectively managing budgets a plus
Experience in monitoring and evaluation systems and the ability to employ development measurement tools to examine impact of services on children, caregivers and community
Experience in strategies that generate community and partner ownership to ensure sustainable results.
Representational and advocacy skills and familiarity with the education policy environment in Mozambique
Good interpersonal skills with ability to communicate effectively at all levels

Summary
Save the Children is currently recruiting for a National Early Childhood Development (ECD) Advisor, based in Mozambique, who will be responsible for supporting the design and implementation of the ECD projects in country focused on scaling up evidence-based models as well as working with staff in other technical sectors to capitalize on potential synergies and consolidate holistic education models. The Advisor, reporting directly to the Country Office leadership, will manage and mentor the ECD Program Managers, the M&E Officers and coordinate with the Provincial Office Managers and finance staff to ensure the effective implementation and oversight of budgets specifically allocated for ECD programming.
Responsibilities
Critical for success in this role is the ability to build staff capacity for program activities, ensure that monitoring and evaluation mechanisms are in place to improve and measure its direct impact, represent Save the Children in national forums and share best practices regarding Save the Children’s experiences in community-based preschool education projects. Job Title: Contracts & Finance Advisor, Mozambique Requisition Number 1027 City Maputo Country Mozambique Job Description-Overview PSI seeks a Contracts & Finance Advisor to be based in Maputo, Mozambique. The Contracts & Finance Advisor will be embedded in the Administration and Finance Department and report to the Country Director. The main responsibility will be to directly advise the Director of Administration & Finance and other senior level management on key financial and contractual issues. The responsibilities of the Contracts & Finance Advisor include (a) lead the development and implementation of relevant procedures and build local staff capacity in the areas of project budgeting, budget management, financial planning & analysis, and cost control; as well as in areas of contract, grant and subaward management; (b) supporting the process of improving financial planning and financial analysis at the departmental and provincial levels; and (c) providing mentorship and coaching to the new Director of Administration and Finance on PSI policies and procedures. The Financial Advisor will strengthen and broaden the capacity of PSI’s local staff responsible for financial control, budget management, contract and agreement management, and subaward management. The successful candidate will be motivated by the analytical nature of the position in addition to the strong capacity-building elements. Candidates should be familiar with accounting at a basic level but do not need to be accountants by profession. This is a 2 year post. RESPONSIBILITIES: · Provide technical assistance to finance and analysis staff to independently implement, manage, and improve budgeting, financial analysis, and cost control measures; · Provide technical assistance in areas of budgeting, budget control, and budget analysis; · Reinforce systems and procedures that enhance project management and planning at the program department and provincial office level; · Help organize follow on trainings for non-finance staff in divisional budgeting creation and management; · Provide training and technical assistance to Contract Manager and Program directors on contractual management and compliance; · Provide training and technical assistance to Subaward Manager and Program directors on subaward issuance, management and compliance; · Advise senior staff on financial issues; and · Facilitate training sessions for staff in program and support departments. Job Description - Requirements QUALIFICATIONS: · Relevant post-graduate degree preferred or equivalent experience in a related field · Minimum of 2 years work experience in financial analysis or in a related field where analytical thinking was a core requirement; · At least four years of work experience managing a team in a developing country; · Training and/or teaching experience; · Experience with budgeting, financial analysis, and cost control processes, preferably from another PSI platform or an NGO environment; · Strong quantitative and analytical skills; · Demonstrated ability and motivation to build local capacity and/or train others; · Experience working in developing countries and/or situations of cultural or political sensitivity; · Fluent written and spoken English; and · Knowledge of Portuguese (or fluent Spanish) and/or the motivation to learn the language in a short period of time. It should be noted that the position is a technical advisor role, not a managerial role. The successful candidate will be fully integrated into the Administration & Finance Department and will work side-by-side with other staff on all tasks. The successful candidate will have some knowledge of budget management and financial analysis; ability to work effectively with, train, and develop finance staff in a cross-cultural setting; strong quantitative skills; the ability to liaise and work closely with staff across departments; and excellent interpersonal skills. Preference will be given to candidates with developing country experience, preferably in a lusophone country; and knowledge of public health issues and the international donor community.
