PURPOSE OF POSITION:
Provide overall leadership and management to the Finance, Supply Chain, Admin & IT functions, by promoting financial stewardship, accountability, reliability and accuracy of financial information to be used by senior management for decision making.

Proactively mobilise and ensure effective utilization of resources, and manage the financial risks.
KEY RESPONSIBILITIES:
Strategic networks
Develop good networks and relationships with other NOs, SOs, other partnership areas, other NGO, Banking entities, etc.
Promote shared resource networks within the Sub-region, Africa and the partnership.
Attend and actively participate in strategic regional meetings.

Alignment of partnership budgets between National office, projects, grants, MyPBAS and support offices.
With the National Office Leadership, advise management on strategic resource acquisition and allocation in line with Regional Working Group (RWG) recommendations approved by the Regional Leader.
Manage NO budget, cash flow and project funding, in collaboration with the Operations Director
Coordinate the budgeting process as per budget guidelines, and as part of annual business planning.
Contribute on the preparation of the annual operating plan as per guidelines.
Cost efficiency and effectiveness
Ensure adequate cost efficiency and effectiveness measures are in place and are being followed through:
Promote benchmarks for determining effective resource utilization at all levels.
Contribute to the development of appropriate policies and procedures for procurement of goods and services.
Ensure cost effectiveness through competitive bidding process and quality products/outputsStrategic financial planning and management

Management of fixed assets.
Adhering to partnership policies and guidelines as stipulated in the International Financial Manual and other policies.
Complying with year-end closing process including of year-end reports, appendices and carryforward guidelines.
Inputting project financial reports in Notes (Field Financial Reporting) FFR database.
Reconciling MyPBAS to FFR monthly with action plans for addressing outstanding items.
Play the role of Disclosure Officer whenever an allegation is received by WVI under the Integrity and Risk Reporting (IRR) policy with regards to his/her specific office.
Visit ADPs and other project sites at least on a quarterly basis in order to monitor on accountability issues, follow up on implementation of audit findings and provide support
Risk Management and Control
Ensure that appropriate financial systems and controls are in place to avoid significant audit risk ratings, both at the NO and project levels.
Ensure that management responses to audits performed to the NO and projects are sent on time to the Audit Department , and that audit recommendations are implemented
Ensure adequate preparation for GC and external audits.
Monitor the Africa Financial Risk Matrix
Capacity building
Ensure competent and motivated staff are hired and retained.
Ensure there is a capacity development plan for finance staff.
Coordinate and conduct training in areas like accounting, SunSystem, risk management, grant compliance and other key financial areas to NO and project finance staff.
Facilitate ND, operations and other non-finance staff in understanding and interpretation of financial statements.
Ensure a continuing professional education.
Participate in the relevant National, Regional, Africa and partnership capacity building initiatives.
Ensure partnership finance policies and procedures are understood by senior management, operations/technical staff, communities and board.
Promote on the job coaching processes and specific tailor made training programs for staff.

KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
Degree in Finance, Business Admin, or Accounting.
Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls
Knowledge of and experience with government grant regulations and financial reporting requirements preferred
Experience in establishing and enforcing common protocols and standards throughout a large organization
Senior leadership experience in strategic financial management
Fluent English & French communication skills
Track record of successfully training, developing/mentoring and supervising finance staff
Working knowledge of the WV Partnership preferred and ability to interface sensitively with people from various departments in both field and support offices

Functional Responsibilities
Under the overall supervision of Head of Office of UNOPS – SDPC, the incumbent is required to perform the following duties and responsibilities:
Project Structure
Establish and maintain effective structures and processes for the delivery of the Project and its Implementation Plan, within the overall SDPC structure.
Manage the time and contributions of the project team in close collaboration with the SDPC main support office, and other support centers as necessary.
Planning

Advise on and implement good environmental practices and controls during construction and mitigate environmental impacts of the works.
Advise on and implement effective gender controls in the planning and implementation of the project.
Liaises with community leaders and Government Authorities to maintain local stakeholder participation and support.

General Project and Program Support:
Support the conceptualization, mobilization, start-up of projects and integration of the three UNOPS crosscutting themes (gender equality, capacity building, environment) as appropriate to project needs

UN Coordination:

Provide support to technical assessments under UNOPS’ role as infrastructure cluster lead.
Liaise and coordinate with Government counterparts in the capacity as Infrastructure sector lead, participate in government planning processes and communicate and share information with the Government throughout the UN Work Plan process.

PURPOSE OF POSITION:
To lead, direct, develop, and manage the implementation of all aspects of World Vision's ministry, whist representing WV to all donors, project partners, partnership offices and other WV entities, foreign and local government representatives, churches and other non-governmental organizations.
KEY RESPONSIBILITIES:
Leadership Effectiveness (20%)
Leadership Development
Build a strong Senior Leadership Team, providing strategic guidance and building management capacity, synergy and depth of leadership within WV through regular and ad hoc meetings (group and one on one).
Facilitate the development of effective teams at State and National level. In so doing, provide an environment where different teams can share experiences and best practices in a way that enhances the quality of ministry in WV.
Relationships
Ensure that productive and effective relationships are maintained with the WV Region, Partnership Office and Support Office entities.
Staff capacity and Performance
Coordinate, manage and maintain integrity of the State Senior Management Teams.
Create positive team environments.
Champion the professional and personal development of all staff to ensure that the Vision and Mission of World Vision is implemented.
Oversee the development and implementation of a succession plan that ensure the active recruitment and capacity building of qualified candidates with senior management potential.
Ensure the continued implementation of WV’s staff capacity building program to equip staff to assume increasing levels of responsibility for effectiveness in WV’s programme. Provide overall strategic leadership to staff recruitment, retention, capacity building, and orientation.
Ensure that staff security, child protection, risk management, and stress and trauma management protocols are developed and implemented

Position World Vision as a leading NGO with respect to children and known as a key figure in promoting the well-being and rights of children within the country context. In this regard, ensure that World Vision is a respected leader and strong advocate for children within civil society.

Position WV as advocacy and policy experts for the poor and vulnerable, particularly children.
Mission Advocate and Collaborator
Represent World Vision to the communities within which we work with a particular focus on children being key players in the transformation of their lives and the lives of their communities.
Represent World Vision to the Government, the churches, major donor agencies, ministry partners, non-governmental agencies, and media. Build strategic alliances with these stakeholders that increase the impact of WV’s ministry on the communities with whom it is involved.
Fund-raising and development
Direct and focus private and public fund integration to maximize results and respond to community needs particularly in relation to children.
Secure funding for WV with a goal of balancing and integrating the sources and proportions of funding from each of these sources (a multiplicity of Government and multilateral donors. This in order to ensure a sustainable and intergenerational funding base for WV programmes while providing the necessary accountability to these same donors.
Strategic Thinking (20%)
Strategic Planning
Uphold the World Vision, Vision Statement, Mission Statement, Core Values and key Partnership Standards and Practices as foundational of the planning and implementation.
Direct the integrated strategic plan and ensure regular intervals of strategic planning (every 3 to 5 years) to keep the programme focused and tailored to achieve impact in a rapidly changing country and global context.
Direct the development of the annual operating plan and budget to ensure that they are in accordance with World Vision strategies and standards. ·
Ensure that the entity functions in a complementary, cohesive manner where the principles of interdependence and twin citizenship guide the contribution made to the Partnership and the use of resources drawn from the Partnership.
Provide leadership to appropriate and expanded programs among marginalized communities especially among Muslim communities.
Ensure ongoing national level engagement with interdenominational Church leaders regarding responses to HIV/AIDS, good governance and social programs.

Ensuring that there are appropriate accountability and performance management standards to encourage individual growth and increased team effectiveness.
Implementation Effectiveness (20%)
Technical / Sectoral oversight

REQUIRED:
A Bachelor’s Degree from a recognized University in Social Sciences or management related field, Master’s Degree would be most preferred
Technical Training qualifications required: Significant leadership and management experience in handling complex humanitarian emergencies and country/national multi-sectoral projects is required.
8-10 years of experience in senior leadership/management field (5 of which should be in an international organization). 5 years experience in disaster management and/or community development.
Management experience of an organization with over 400-500 staff preferred.
Technological literacy: Knowledge of computers, email, internet and current office software is strongly preferred.
Strong motivation and ability to deal with adversity
Exhibit spiritual maturity, integrity and a dynamic personal sense of life calling.

Programme Management:

Contribute to the development of a national strategy for the Integrated Ministry, which will be guided by sound relief/ transitional development principles
Ensure that proper accounting systems and practices are in place in the assigned Region so as to facilitate the approval of funding for projects
Assess the effectiveness of current projects and identify possibilities for new projects in the assigned Region
Provide information and participate in the recruitment, selection and development of staff for the assigned Region
Provide mentoring and counselling (psychological support) for staff in the assigned Region with Regional HR & Admin Officer
Any other appropriate tasks required for the support of WV Southern Sudan programme
Liaison:
Act as WVSS official representative in the assigned Region
Engage in networking with the Government Authorities, SSRRC, donors, NGOs and UN agencies
Maintain regular contact with other international and local non-governmental organizations (NGOs) and government officials working to serve as a network for obtaining and coordinating information regarding current and future work in the assigned Region
Along with the County Team leaders maintain good working relationships with local authorities and community leaders, without compromising the independence of WVSS and its non-governmental role.
Communication:
Manage public relations for the assigned Regional Office, including arranging schedules for visitors and media groups, transport, lodging, arranging of appointments and orientation to projects
When appropriate, keep the Communications Officer in Juba informed of media opportunities and coordinate
Work with the Program Director in Juba to deliver appropriate communication services to the programme and to ensure adherence to WV Communications standards
Finance:
Work with the Finance Director in Juba to support the assigned Regional Grant/ Finance Officer to deliver appropriate financial services to the field team and to ensure accountability according to WV Finance standards
Human Resources:
Work with the HR & Admin Director in Juba to support the assigned Regional HR & Admin Officer to deliver appropriate HR services to the Regional Programme team and to ensure the application of policies and procedures that follow WV standards using a participative and achievement oriented management style.
Maintain team spirit and ensure welfare of WV staff in the assigned Region.
Consult, listen and use suggestions from team members in decision making.

Security:

Work with the Regional Programme Team to develop annual / quarterly / monthly operating plans and participate in the formulation of management plans and the country strategy for the WV Southern Sudan
Prepare financial status and project progress reports, and other information as required for the donors, the Program Director, Support Offices, and Partnership Office
Co-ordinate on-going monitoring and the evaluation of all project activities in the assigned Region with Regional Programme Officer.
Contribute to the development of a national strategy for the Integrated Ministry, which will be guided by sound relief/ transitional development principles
Ensure that proper accounting systems and practices are in place in the assigned Region so as to facilitate the approval of funding for projects
Assess the effectiveness of current projects and identify possibilities for new projects in the assigned Region
Provide information and participate in the recruitment, selection and development of staff for the assigned Region
Provide mentoring and counselling (psychological support) for staff in the assigned Region with Regional HR & Admin Officer
Any other appropriate tasks required for the support of WV Southern Sudan programme
Liaison:
Act as WVSS official representative in the assigned Region
Engage in networking with the Government Authorities, SSRRC, donors, NGOs and UN agencies
Maintain regular contact with other international and local non-governmental organizations (NGOs) and government officials working to serve as a network for obtaining and coordinating information regarding current and future work in the assigned Region
Along with the County Team leaders maintain good working relationships with local authorities and community leaders, without compromising the independence of WVSS and its non-governmental role.
Communication:
Manage public relations for the assigned Regional Office, including arranging schedules for visitors and media groups, transport, lodging, arranging of appointments and orientation to projects
When appropriate, keep the Communications Officer in Juba informed of media opportunities and coordinate
Work with the Program Director in Juba to deliver appropriate communication services to the programme and to ensure adherence to WV Communications standards
Finance:
Work with the Finance Director in Juba to support the assigned Regional Grant/ Finance Officer to deliver appropriate financial services to the field team and to ensure accountability according to WV Finance standards
Human Resources:
Work with the HR & Admin Director in Juba to support the assigned Regional HR & Admin Officer to deliver appropriate HR services to the Regional Programme team and to ensure the application of policies and procedures that follow WV standards using a participative and achievement oriented management style.

Functional Responsibilities
Under the overall supervision of Head of Office of UNOPS – SDPC, the incumbent is required to perform the following duties and responsibilities:
Project Structure
Establish and maintain effective structures and processes for the delivery of the Project and its Implementation Plan, within the overall SDPC structure.

The UNOPS Sudan office is based in Khartoum and works closely with the Government of Sudan and international partners to support humanitarian response, recovery and development initiatives. UNOPS is the United Nations sector lead for the Basic Infrastructure Sector in Sudan and helps partners achieve their project goals in sectors including: water resource management, education, census and elections, human resource management and mine action.
Functional Responsibilities
Under the overall supervision of Head of Office of UNOPS – SDPC, the incumbent is required to perform the following duties and responsibilities:
Project Structure
Establish and maintain effective structures and processes for the delivery of the Project and its Implementation Plan, within the overall SDPC structure.
Manage the time and contributions of the project team in close collaboration with the SDPC main support office, and other support centers as necessary.
Planning
Develop detailed work plans for the Project(s) with clearly defined activities and specific results-based outputs for the implementation of the Project(s) within the priorities of Government of Sudan and guided by the UNOPS.·

MC Scotland is currently implementing grants throughout Sudan while facilitating recovery by addressing economic recovery needs for nearly 300,000 people and laying the groundwork for long-term development. GENERAL POSITION SUMMARY:
The Program Manager for the capacity building program mainly funded by the European Commission will manage and be responsible for ensuring effective high quality implementation of capacity building interventions for local NGOs and CSOs Blue Nile State and Khartoum. This position involves strong coordination and oversight of MC's national NGO partner and coordination with the management team to develop, modify and monitor programming elements. The Program Manager will have the exciting opportunity build on previous LINCS activities and operations within the program areas and strengthening linkages with the state capitals. Program oversight will include: managing daily program development and delivery with the national partner to accomplish its deliverables with high impact, coordinate logistics and operations, budget management and supervision of all staff in the area of responsibility; and monitoring, reporting, and evaluation activities.
