Brief Background
The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace
and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity as well as the values that sustain it: free will, commitment, engagement and solidarity.
UNV engaged 6,807 UN Volunteers in 2012, on a total of 6,912 assignments. With an average age of 38 years and the requisite professional skills and qualifications of some 5 to 10 years relevant experience, UN volunteers served in 127 countries in 2012 and came themselves from 159. The majority – 79 per cent – come from developing countries themselves. One third of UN volunteers served in their own countries, with the others carrying out international assignments. The financial equivalent of programme activities exceeds US$220 million annually.  
UNV is headquartered in Bonn, Germany and has approximately 150 staff positions – with the majority in Bonn and some positions with different UN peacekeeping and political missions, and in other Headquarters locations (e.g. New York and Tokyo). The major organizational groups within UNV are:
  • The Office of the Executive Coordinator (OEC) comprising the Evaluation Unit (EU) and the Corporate Planning and Performance Unit (CPPU);
  • The Volunteer Programming and Management Group (VPMG) comprising the Peace Division (PD) and the Development Division (DD), Volunteer Recruitment Resources Section (VRRS), Quality Assurance Unit (QAU), Volunteer Knowledge and Innovation Section (VKIS);
  • The Partnerships and Communications Division (PCD) comprising the Partnerships Section (PS) and the Communications Section (CS);
  • The Management Services Division (MSD) comprising the Information and Communication Technology Section (ICTS), Finance Section (FS), Human Resources Section (HRS), and the Administration Unit (AU). Additionally the Common Services Unit (CSU) provides support to the UN presence in Bonn.
Organizational setting:
The UNV Peace and Development Divisions oversee and implement UNV’s programme strategy. They advocate for the integration of volunteerism in peace and development at global, regional and national levels, targeting specific focus areas in which the role of volunteerism adds significant value.
They mobilize volunteers to support the peace and development agenda of UNV partners, including national volunteerism interventions as well as proactive mobilization of UNV and other volunteers. They ensure quality volunteer management of UN Volunteers.
They work to promote advocacy for volunteerism, and support the documentation of the contribution of volunteerism to peace and development, and target national development for governments and parliaments with a view to influencing national policies, legislation, statutory frameworks and budget in order to promote volunteerism for peace and development.
Both divisions focus on Development and Peace issues and areas. However, the Development Division oversees the “predominantly development” countries, and the Peace Division oversees the “predominantly peace” countries.
More specifically, the Peace Division works in some 20 countries and in the following focus areas:
  • UN Missions (peacekeeping or political/peacebuilding) with a UNV component;
  • Long-term humanitarian operations (excluding disaster-related operations);
  • Electoral processes carried out under the auspices of EAD (regardless of the actual implementing framework, which could be UNDP, DPKO or UNOPS);
  • Early recovery activities (e.g. restoration of basic services, community services) as well as peacebuilding and conflict prevention activities in the immediate aftermath of conflict (i.e. not long-term peacebuilding/conflict prevention);
  • Short/medium-term thematical activities that are typically associated with a post-conflict setting, such as:
  • Reintegration (of both IDPs/refugees/returnees and ex-combatants/persons associated with armed groups, for instance in a DDR/RR framework);
  • Protection (including a range of human rights functions, refugee eligibility, assistance to vulnerable groups affected by conflict, etc.);
  • Institution/state-building and rule of law (e.g. security sector reform, civil affairs, transitional justice, natural resources management, etc.).
The Portfolio Teams within the Peace Division are responsible for the implementation of the UNV programme strategy, including UN Volunteer management, at global, regional and local levels.
The UNV Field Units are efficient functioning units, providing full administrative, operational and programme support to the serving UN Volunteers, and fully integrated into the UN Mission’s functional structure.
Duties and Responsibilities
Reporting to the Portfolio Manager of the concerned Portfolio Team in the Peace Division at UNV Headquarters, the Programme Manager is first and foremost responsible for the effective strategic planning, programming, and overall management of the day to day operations of UNV’s programme activity within the context of its programme collaboration with a United Nations peace-keeping operation in an assigned country. Additional responsibility includes promoting and programming UNV and volunteer activities within the host country and with other UN partners, host Government and other partners. The Programme Manager, though reporting overall to UNV Headquarters, will also be required to report locally on daily operational matters to the Director/Chief of Mission of the UN peace-keeping operation, as well as keep the UNDP Resident Representative updated on a regular basis.
Summary of key functions:
  • Provision of administrative, operational and programme support to UN Volunteers;
  • Continuing UNV programme development with UN Agencies in the country of operations;
  • Advocacy and public information activities on UNV involvement and volunteer activities in the country;
  • Integration of UNV’s work in the country of operations into UNV’s corporative business plan as well as strategic documents at country level (UNDAF, etc.);
  • Managerial functions.
 Provision of administrative, operational and programme support to UN Volunteers.
  • Manage the UNV Field Unit and UN Volunteer Support Officers to ensure maximum efficiency and output of UNV involvement in UN activities in field locations, including the administrative and corporate backstopping to the UN Volunteers in the UN Mission (which includes contract management, payroll monitoring, leave and attendance monitoring, provision of induction briefings, ensuring appropriate working, living and security conditions, etc.), while ensuring UN Volunteers in the UN Mission are managed on an equal footing with other Mission-associated personnel, and in accordance with the stipulations of the Global MOU concluded between UNV and DPKO/DFS.
  • Monitor the security situation in the country, liaising with the Designated Official and the Security/DSS staff;
  • Manage project and programme budgets for all peacekeeping and elections-related activities in the country. This includes regular financial reporting, preparation of project budget revisions and financial tracking of resources external to UNV/HQ;
  • Ensure adequate office management, including drafting, implementing and monitoring of annual work plans, designing and maintaining digital databases as necessary, set-up of in-country sub-offices as may be needed, ensuring proper daily functioning of office in terms of set-up, equipment, supplies and IT/communications, etc.
  • Manage the efficient compliance of the UN Volunteers with UNV’s Volunteer Reporting System (VRS), including working towards a maximum response from the supervisors, and build on the outcome of the reports;
  • Manage efficiently the training budget of the EOL (i.e.: mission budget) – in coordination with the UN Mission’s Training Unit – and the budget provided by UNV HQ for the promotion of volunteerism.
Continuing UNV programme development with UN Agencies present in the country of operations.
  • Develop regular contact with relevant partners and colleagues at the sub-regional, country and, if required, headquarters level, in order to strengthen existing collaboration and promote/identify new opportunities for UNV in the areas of peacekeeping, humanitarian, and crisis prevention and recovery activities;
  • Where appropriate, develop and follow up on leads and planning exercises with key post-conflict electoral activity partners, including the UNDP Country Office and the Electoral Assistance Division (EAD) at the field level, with the view to create new UN Volunteer involvement in the areas of electoral supervision, monitoring and observation with the view to create and expand collaboration. This includes regular short and long-term programme analysis, preparation of official correspondence, preparation of programming advisory notes, programme strategy papers, and project documents;
  • In line with DPKO/DFS policies, position UNV as an apt partner that can assist the UN Mission in its national capacity development efforts in both substantive and technical support roles;
  • Position UNV as a reliable programmatic and implementing partner in the UN Mission’s quick impact projects (QIPs).
  • Identify, design and implement volunteer activities/events/projects (including the annual celebration of International Volunteer Day on 5 December), either at request of UN Volunteers, local or international volunteer associations or private stakeholders, or at own initiative, including exploring funding opportunities (both internally, e.g. POEM or SVF, and externally), liaison with local volunteer associations to ensure local ownership and local volunteer mobilization, and mobilization of UN partners and international stakeholders for volunteer mobilization, co-funding and logistical support in implementation of activities;
  • Contribute to the creation of a corporate identity for the UN Volunteers and to the promotion of volunteerism through the UNV volunteers in the country.
Advocacy and public information activities on UNV involvement and volunteer activities in the country.
  • Identify, pursue and develop inputs to UNDP, UNV and other publications and working documents for programme development purposes. This includes the preparation of case studies, best practice guidelines, Peace Division briefing notes, etc., on UNV’s work in peacekeeping, humanitarian relief and electoral support in the country;
  • Identify, pursue and develop news stories, case studies, and briefs for publication in DPKO, DFS, DPA, UNDP, UNV and other publications. This involves close consultation with UNV/HQ’s Communications Unit.
Integration of UNV’s work in the country into UNV’s corporate business plan as well as strategic documents at country level (UNDAF, etc.).
  • Participate in DPKO, UNDP and UNV corporate and country level discussions and planning, including the preparation of portfolio summary reports, contributions to UNV business plans, global programme inputs, project appraisal committees, and routine preparation of briefing and advisory notes.
Managerial Functions.
  • Represent the UNV Programme with UN partners, including senior UN officials, with Government and with civil society and other partners;
  • Manage the recruitment, performance and career management of international UN Volunteer Support Officer and national GS staff, to motivate and promote organizational excellence;
  • Manage learning activities, including establishing Unit Learning Plans and ensure staff supervised meets their development needs while meeting the needs of the Mission;
  • Implement procurement processes and provide oversight to contract implementation and  certification of  payments.
  • Collaborate and liaise with the UNV Field Unit in the UNDP Country Office on a collegial basis and in the spirit of “One UN Programme”.

Required Skills and Experience

Education:
  • Master degree in social sciences, public administration, humanitarian, international relations/development studies, law, human resources or other relevant field.
Experience:
  • Minimum 5 years of relevant work experience at the field level, preferably with UNDP/UNV, or in the areas of humanitarian relief, electoral assistance, special operations in DPKO environment and communications;
  • Work experience as UNV Programme Officer in a field location is an asset;
  • Strong recognition of UNV values and be able to identify fully with the programme is highly desirable.

PURPOSE OF POSITION:

Under the direction of the Program Development Team leader, assist the Director of Program Development in developing and coordinating proposals for multi-sectoral & multi-area relief and recovery programs; liaising with potential and current donors to establish relationships that promote fund acquisition and program collaboration; providing overall coordination in technical assistance, planning, implementing, monitoring, evaluating and reporting of assigned portfolios; and collaborating with other departments to develop integrated programming.


KEY RESPONSIBILITIES:

Helen Keller International is an international non-governmental organization (NGO) that provides technical assistance to governments, NGOs and local partners. Its mission is to save the sight and the lives of the most vulnerable and disadvantaged. We combat the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research in vision, health and nutrition. The Africa Region is recruiting a Country Director for Mali.

HKI started its programs in Mali in 1999. HKI supports government's efforts in the fight against malnutrition by implementing a wide range of activities including: Vitamin A supplementation, food fortification, essential nutrition actions and community-based management of acute malnutrition (CMAM). HKI has supported the national program for Blindness control for 8 years, in particular School Health and Trachoma and has expanded this engagement to provide technical assistance to the national program to control Neglected Tropical Diseases (NTDs) as well as implementing the SAFE strategy for trachoma control. The current political situation, including difficulties of access in the North create specific challenges to maintaining delivery of our programs and we are seeking a leader who is familiar with operating development programs in a rapidly evolving political and security environment.

We are currently seeking a Country Director in Mali to represent HKI and be responsible for all HKI-Mali programs. HKI-Mali works with a several partners, notably the Ministry of Health, USAID, EU, CIDA, UNICEF, research institutions, international NGOs and private sector in the areas of nutrition, food security , and the control of neglected tropical diseases. Nutrition programming actions include support to the national vitamin A supplementation program; industrial fortification of wheat flour and cooking oil; promotion of essential nutrition actions package in different regions of Mali; CMAM in 10 districts in three different regions; and technical assistance for agricultural research on bio-fortified millet and sorghum varieties (with iron and zinc). In the area of blindness prevention and neglected tropical diseases (NTD), HKI is working with the National Programs for the control of Trachoma, Onchocerciasis, Schistosomiasis, intestinal worms and Lymphatic Filariasis in a nationwide program, providing technical and financial assistance for strategy, planning, mass drug distribution, communication and monitoring. Most programs have a strong community radio and behavior change communication components. HKI-Mali currently has 32 employees.

Responsibilities and tasks/duties: The Country Director (CD) has overall responsibility for supervising the implementation of HKI-Mali programs and management of the office, including performance management of staff, to achieve the HKI mission and the objectives established in grants. The CD is responsible for representing HKI and securing funding for project activities in Mali; developing and implementing strategic and annual plans to further the HKI's mission in Mali; program design, proposal development, implementation and reporting; financial and grants management; operations, security, and human resource management. This position is based in Bamako, Mali, with travel to field sites. The CD reports to the Deputy Regional Director for West Africa (based in Dakar) and works closely with other staff members at HKI's Africa regional office and headquarters. The CD leads and directly supervises the country management team, including the finance manager and the manager for administration and human resources.

Overall Management and Leadership:

    Implement and periodically update HKI-Mali strategic plan
    Make rapid adjustments to HKI program, in line with our mission, but responding to the challenges and opportunities presented by the rapidly evolving political situation.

    Generate funding from international and bilateral agencies, donor agencies, corporations, and individuals in collaboration with national, regional and headquarters staff in alignment with the country office's strategic plan.

    Manage financial resources and provide oversight for grants.

    Manage key project personnel including supporting their ongoing professional development.

    Provide vision and direction for overall program design and proposal development; program implementation and reporting; grant management; financial planning; and human resource planning and management.

    Represent HKI in formal and informal meetings with government officials, international donor agencies, and national technical advisory groups pertinent to HKI project activities .

    Programmatic:
    Provide technical input to the government, international donor agencies and technical advisory groups pertinent to HKI project activities .

    Oversee research design, dissemination of information gathered and advocacy to advance programmatic and policy changes.

    Oversee and coordinate the program portfolio to ensure the highest level of project quality and accountability, while fostering continuity through building local capacity.

    Ensure implementation of strong program monitoring, evaluation and learning functions.

    Disseminate findings from HKI projects that are of importance to decision-makers in a position to fund or implement projects in Mali and internationally.

    Keep national partners and others informed about progress of the projects, plans for the development of new programs/projects/activities and donor involvement in the overall program.

    Financial and Administrative:
    Work with HKI Regional Office and Headquarters to manage the development and implementation of annual country budgets.

    Prepare financial reports that comply with grant or contract agreements.

    Ensure timely submission of financial reports within the guidelines established by the HKI Finance and Accounting Department and the Grants and Contracts Management Department.

    Authorize expenditures for grant or contract allocations and ensure compliance with procedures required by grant or contract agreements.

    Hire and manage personnel for Mali projects in compliance with HKI policies and lead initiatives to develop staff capacity.

    Required Qualifications Candidates must have at least seven (7) years of field experience in international public health or nutrition programs. Experience in, or willingness to learn, about nutrition and NTD control necessary. Required competencies include: demonstrated ability to manage a professional team in a multi-cultural environment, demonstrated ability to mobilize funds, demonstrated ability to develop and create budgets and monitor financial status, and the ability to design and implement workshops, seminars, surveys, monitoring systems and evaluations. Candidates must be fluent in both English and French, and must be computer literate, including use of Internet, word processing and spreadsheets. Experience with EPI-INFO and/or SPSS will be an advantage.

    Specific Skills and Experience ï‚§Minimum masters degree in public health , nutrition, agriculture, development, management or related field. ï‚§Minimum seven years demonstrated experience in program development, implementation and evaluation, included strong background in nutrition programs and NTDs. ï‚§Experience working in complex emergencies , particularly working across the emergency to development continuum. Demonstrated capacity to mobilize program funding including donor cultivation and grants writing. ï‚§Demonstrated ability to manage staff and other administrative and financial activities in developing country programs – five years experience in a management position. ï‚§Excellent interpersonal skills, including an ability to lead a team, communicate a vision, make timely and transparent decisions, and manage conflict. ï‚§Experience in managing USAID projects and familiarity with USAID policies and regulations. ï‚§Experience in research design, data analysis and interpretation. ï‚§Fluency in both English and French required. Program Director, Mali We are currently seeking a Program Director for an anticipated 10-month disaster response program in Mali. The Program Director will assume responsibility for the overall program implementation and management of the project. S/he will provide leadership, oversight and support to all aspects of the program including, but not limited to, cash-for-work activities, disaster-risk reduction plans, and agricultural activities including livestock support and seed and input distribution. Mali is one of the sub-Saharan African countries where maternal morbidity and mortality is a major health issue. According to the 2006 DHS and 2009 Census, the country is facing an important maternal mortality rate estimated at 464 deaths for 100,000 births, in a context where the demographic growth has increased to an estimated 3.6%. In line with this situation, the health system is registering a weak contraceptive prevalence rate (6.9%) and skilled attendance at birth (49%) with a fertility rate remaining high (6.6 children per woman). Family planning unmet needs is estimated at 31%. The country has been recently facing political unrest in the 3 northern regions of the country resulting in people fleeing their homes to other parts of the country and to neighboring countries. The number of IDPs in Mali was recently estimated at 146,900. Over 160,000 Malian refugees had been registered in Mauritania, Burkina Faso and Niger. According to a statement by the Algerian Government at least 30,000 are in Algeria. As a stream 1 country implementing the Reproductive Health Commodity Security (RHCS) Global Program, UNFPA Mali is strongly involved in interventions aiming to improve the national health system, through a strengthened nationwide RH commodity procurement and distribution system.

In partnership with the Government and the civil society, the CO is working through advocacy and policy dialogue, partnership development, technical support including knowledge sharing, monitoring and evaluation , capacity building , management and coordination to address the tremendous challenge of assuring that every pregnancy is wanted and every birth is safe.

ORGANIZATIONAL STRUCTURE:

The Technical Specialist post is located in the UNFPA Mali Country office. S/he reports to the Representative, who provides overall direction and supervision. S/he will work in close collaboration with the Dakar sub-regional office and the Commodity Security Branch (CSB) at HQ, based on an approved annual work plan. As the technical specialist for MH/RHCS, s/he will work within an integrated, coordinated, and systems strengthening approach that is fundamental for UNFPA overall strategy.

DUTIES AND RESPONSIBILITIES:

The Technical Specialist will have the responsibility, in response to country requests, and within the broadly sexual and reproductive health, health system strengthening for the promotion, design, monitoring and evaluation of all phases of equitable Maternal health, RH commodity and family planning availability throughout all sectors (public, private, non-profit, subsidized and commercial), as well as supply management system, guidelines and standards. Background

Mali is currently in a severe institutional, political and humanitarian crisis as a result of the resurgence of the Touareg rebellion and the military coup on 22 March 2012.  In addition, conflict and displacement in northern Mali continue to exacerbate the existing food and nutrition crisis as a result of drought in the Sahel. In view of this situation, UNW Mali Office has revised its programme to integrate new dimensions related to (i) strengthening capacities of women leaders to participate in the negotiations related to the transition and the peace building process (ii) promotion of renewable energy for rural women’s empowerment in the context of the food crisis and climate change (iii)  prevention and service delivery to victims of violence and rape in Mali’s Northern conflict (iv) coordination for mainstreaming in the humanitarian response provided by the UN and aid agencies.

UN Women is playing a lead role to ensure the humanitarian clusters take into account the gender dimension and that post-conflict needs assessment and humanitarian programs are gender responsive. In this regard, UNW coordinated the development of an interagency strategy on Gender and Humanitarian Response and has taken steps to contextualize the UN Secretary General’s 7 Point Action Plan on Women’s Participation in Peace building.

To ensure UNW can live up to its coordination role and respond to the various demands from donors to support the integration of gender in humanitarian action, a Coordination and Partnerships Specialist is needed to support the Country Representative.

Duties and Responsibilities

Support the implementation of the of the Inter-Agency strategy for mainstreaming gender in UNCT’s humanitarian response and the 7 Point Action Plan on Women’s Participation in Peacebuilding:

    Provide programmatic support to integrate a gender perspective in the overall strategic planning, design, programming and gaps of humanitarian clusters and other humanitarian programmes (CAP, CERF) coordinated by the UN Country Team;
    Support the collection and analysis of sex- and age-disaggregated data as well as streamlining the needs assessment, collection and analysis process so that it can be more effective in meeting the needs of internally displaced men and women in response programmes;
    Strengthening the capacities of UN staff (including the Donor Gender Theme Group), government counter parts and civil society organizations on mainstreaming gender in the humanitarian response;
    Develop and use a gender marker to measure financial resources dedicated to the humanitarian actions that will be developed by the UN system (CERF and other emergency projects that will be implemented by the UN in Mali);
    Develop a gender responsive monitoring and evaluation framework to monitor the progress in gender mainstreaming by using inter alia the framework and checklists in the gender handbook and guidelines, adapting the checklist items to existing monitoring and reporting mechanisms;
    Support the Government, in particular the Ministries in charge of women’s affairs and humanitarian affairs  to mainstream gender equality in the Government’s humanitarian response, the development rapid response projects/programs targeting internally displaces women;
    Support the implementation of the 7 Point Action Plan on Women’s Participation in Peacebuilding in collaboration with UN agencies;
    Document the process and lessons learned from mainstreaming gender equality in the humanitarian response in Mali.

Position gender in aid coordination mechanisms:

    Provide the technical Secretariat of the Donor Thematic Gender Group and the UNDAF Gender Group (monitoring of annual work plan, organization of meetings, prepare agenda’s, meeting minutes, technical brief and background notes, actively manage the mailing list, assure flow of information between members and the technical pool, prepare annual progress reports);

The thrust of the UNAIDS Office is to effectively contribute to the national AIDS response with high level policy, strategic guidance and technical support to scale up towards universal access to HIV prevention, treatment, care and support. In this regard the UNAIDS Country Office will be playing a high level policy driven role, providing intellectual and strategic leadership on AIDS, high quality technical support , promoting and advocating for sustained high level engagement of government and civil society. In addition, the UNAIDS Country Office will continue to play an important role in facilitating the leveraging of Global Fund resources and monitoring grants performance by supporting the Country Coordinating Mechanism (CCM). As convener of the Joint UN Team on AIDS and a Secretariat of the UN Theme Group on AIDS, the Country Office will strive to ensure strategic relevance, coherence, simplification and harmonization of the Joint UN Support Plan to the National Strategic Plan and monitor its implementation. Main tasks and Responsibilities of the Position:

The UNAIDS Country Coordinator (UCC) operates within the Resident Coordinator (RC) system to support the work of the UN Country Team (UNCT). The UCC provides leadership, coordination, and facilitation of an expanded joint UN system response to HIV and AIDS at country level. Working from a strong UN platform, the UCC serves to strengthen the links between the UN system, government, civil society, and people living with HIV and AIDS. Since UNAIDS is fully integrated into the UN RC System, the UCC is an integral member of the UNCT under the leadership of the Resident Coordinator/Humanitarian Coordinator. As a member of the UNCT, the UCC is responsible for ensuring the full engagement of UNAIDS in the UN common programming, planning and funding activities and to actively contribute to the establishment of the CCA (Common Country Assessment)/UNDAF (United Nations Development Assistance Framework) as well as joint teams and programmes.

Under the guidance and supervision of the RST Director, the incumbent is responsible for:

1) Leadership and Advocacy for effective action on the epidemic

    Advocate for integration and mainstreaming of HIV, especially through the United Nations Development Assistance Framework (UNDAF) and the Poverty Reduction Strategy Paper (PRSP) processes, and other major development instruments.
    Advocate for the emergence and affirmation of national coordinating entities (e.g. National AIDS Councils).
    Provide leadership and guidance on policy and strategy for a scaled-up national response.
    Advocate with all national and international partners - government, civil society, bilateral and multilateral -- for an expanded response to AIDS on issues relevant to the national situation.
    Facilitate the development and application of a Joint UN advocacy strategy and plan.

2) Strategic information required to guide the efforts of partners

    Ensure the collation, dissemination and use of strategic information across the range of issues and themes needed to guide public policy, support the UN's advocacy efforts, and inform technically and ethically sound policies and programmes.
    Support the establishment and consolidation of mechanisms (Country Response Information Systems ) to track the national response, including national programme efforts, financing and results.
    Facilitate the application by the UNCT of the UN Learning Strategy on HIV, including HIV in the UN workplace programmes.

3) Tracking, monitoring and evaluation of the epidemic and response

    Promote the development and consolidation of Monitoring & Evaluation (M&E) systems in general; facilitate coordination of Cosponsor activities for M&E systems development (e.g. Global Aids M&E Support Team (GAMET)).
    Support the development of a joint UN strategy on HIV and monitoring of a UN implementation support plan based on the UNDAF Results Matrix.
    Encourage periodic monitoring and reporting of activities of Cosponsors and other UN agencies at UNTG level according to an agreed set of indicators based on a UN Implementation Support Plan (ISP).
    Facilitate strategic management of the response, including government-led participatory reviews.
    Facilitate tracking of resources allocated to HIV-related activities and identification and monitoring of resource gaps.

4) Civil society engagement and partnership development

    Promote increased participation of all sectors of society, national and international partners, in the planning, implementation and evaluation of AIDS activities through mechanisms such as national partnership forums.
    Mobilize support for civil society organizations and NGOs, in particular those representing people living with HIV, to contribute to national policy and programme development.
    Support national leadership for an expanded response, inclusive of civil society, people living with HIV, and the private sector.
    Broker strategic partnerships between national and international programme partners.

5) Financial, technical and political resource mobilization

    Identify and monitor capacity gaps; mobilise technical, financial and institutional resources to respond to needs.
    Facilitate national leadership of coordinated efforts to mobilize resources, domestic and international, including from development banks, funds and foundations.
    Promote participatory processes for strategic allocation and utilisation of resources, supportive of national priorities and national capacity building.

6) Lead a team of international and locally-recruited staff, including staff selection, appraisals and oversee the sound administration of funds and materials entrusted.

The UCC participates in the performance appraisal of UNCT members and the RC/HC based on agreed UNCT objectives. The RC/HC also formally evaluates UCC performance as part of the UNAIDS performance management process. REQUIRED QUALIFICATIONS Education:

Essential: Advanced university degree in development economics, social or physical sciences, public health, public administration, management or related field.

Desirable: Highest university degree (PhD) or MD would be an asset. Competencies:

Thorough understanding of the AIDS epidemic and its implications.

Over seven years of experience managing diverse teams.

Desirable: Experience of working in a decentralized national setup in the region and/or with UN System organizations in technical or public health programmes . Languages:

Desirable: Knowledge of another UN official language.

Responsibilities

    Assume overall management of the emergency response.
    Ensure rapid emergency multi-sectoral integrated assessments are undertaken and draw up an emergency response strategy.
    The Response Team leader will produce a final assessment document within the time frame agreed by the Alliance. This will make clear recommendations regarding proposed program content, staffing, management and administration arrangements and budget with clear indications of funding and technical support resources.
    Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly.
    Lead on the content and staffing of the emergency response. Define and request support needed from the country office, regional office, lead member headquarters and the Alliance.
    Ensures that Country Director is well informed on issues related to emergency response and emergency risk management pertaining to all areas of operations. Ensure that programme objectives and activities are agreed upon within the context of Save the Children values, aims and objectives.
    Ensure production of high quality, analytical reports, supply of regular sitreps, and collection, analysis and dissemination of relevant information and data relevant to the response.
    Evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
    Represent Save the Children’s emergency response to local authorities, donors and members of the humanitarian community. Ensure establishment and maintenance of strong working relationships with local communities, community based organizations and other local authorities as appropriate.
    Monitor the implementation of grant budgets, keeping the lead member and other emergency alliance members informed and ensuring any corrective actions are taken.
    Ensure that existing finance guidelines and related administrative procedures are adhered to
    and that grant finances are kept in an exemplary state.
    Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.
    Where appropriate, make use of tools and information available in country such as Emergency Preparedness Plans, Contingency Plans and other available tools and resources.
    Lead, support and motivate emergency team members, ensuring that team members have clear objectives and receive meaningful feedback on their performance.

Requirements

    Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state.
    Previous experience of managing programme teams in large-scale first phase emergency response is essential.
    MA / MSc level (or equivalent field experience).
    Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.
    Solid experience in grant management, including budget holding and donor reporting.
    Multi-site security management in insecure environments.
    Ability to produce high quality reports.
    Representational, political awareness and advocacy skills.
    Fluency in written and spoken English and French.
    Politically and culturally sensitive with qualities of patience, tact and diplomacy.

Summary

To contribute to Save the Children’s capacity to meet its Child Survival objectives, through the provision of quality water, sanitation and hygiene programming, the role addresses water, sanitation and hygiene needs in emergencies through assessment, programme design, management, capacity building and evaluation. The role exists to strengthen and provide WASH engineering and software support for Save the Children’s core programme sectors - of health, education, child protection and hunger reduction- and develop direct emergency WASH response in Bamako, Mali.  This post is for a period of 6 weeks.

Responsibilities

    Lead or support WASH assessments, including interpretation of early warning indicators, and support to cluster and or other inter-agency processes.
    Design and seek funding for appropriate emergency response interventions based on assessed needs, including but not limited to: household and school water treatment and supply, household and community sanitation.
    Carry out day-to-day management of emergency WASH programmes, including recruitment, staff management, capacity-building, development of work plans, grant management and reporting.
    Carry out relevant advocacy, coordination and external representation activities with other NGOs, UN agencies, donors and national governments.
    Support evaluations of emergency WASH programmes.
    Train up key national and international staff in specific WASH management competencies.
    Ensure that WASH inventions are informed by and integrated with Save the Children’s other core sectors of health, education, nutrition, food security & livelihoods and child protection.
    Play a leadership and technical support role in assessing the WASH needs of disaster affected communities.
    Ensure that assessment, programme design and implementation considers children’s roles, needs and vulnerabilities within the community.
    On the basis of these assessments to design and construct appropriate responses (both programmatic and advocacy) to meet people's basic WASH needs, including water supply, excreta disposal, solid waste management, drainage, vector control, and hygiene.
    Ensure that WASH programme design is informed by and integrated with Save the Children’s other priority sectors of nutrition, food security, livelihoods, health, education and child protection.
    Lead the preparation of relevant project proposals for donors and advocate for funding.
    Ensure that sustainable systems are set in place for longer term operation and maintenance of all water and sanitation infrastructure, including the provision of all necessary training.
    Prepare and oversee the implementation process to ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).
    Prepare timely financial and narrative reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. Ensure appropriate management and use of SC resources at all times.
    Manage project staff on a day-to-day level working with other technical departments, security, logistics, administration and senior management staff (depending on assignment).
    Assist in recruiting, training, supervising and managing WASH staff and potential counterparts at national level.
    Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere standard and Red Cross Code of Conduct.
    Help be responsible for the security of all staff. Ensure that the security, health and well being of staff are ensured and staff management and other processes and policies and systems reflect SC 's principles of equity and fairness.
    Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Look for opportunities for experiential learning within all work.
    Ensure that Save the Children's work in WASH programming is coordinated with efforts of other agencies and Government, and represent Save the Children at Inter-agency Coordination meetings.
    Take steps to document lessons learned in emergency WASH for wider dissemination.
    In collaboration with the emergency section feed in learning, experiences and evidence to relevant global advocacy objectives relating to WASH.

Requirements

    Ability to write clear and well-argued assessment and project reports.
    Experience preparing successful funding proposals for donors.
    Demonstrated monitoring and evaluation skills.

    Computer literate.
