Summary
The Response Team Leader will lead and manage the emergency response team. He/she will ensure that a comprehensive needs assessment is conducted and will be responsible for development of the emergency response program. The Team Leader is responsible for identifying needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children national and global priorities. This post is for a period of six months.
Responsibilities
Assume overall management of the emergency response.
Ensure rapid emergency multi-sectoral integrated assessments are undertaken and draw up an emergency response strategy.
The Response Team leader will produce a final assessment document within the time frame agreed by the Alliance. This will make clear recommendations regarding proposed program content, staffing, management and administration arrangements and budget with clear indications of funding and technical support resources.
Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly.
Lead on the content and staffing of the emergency response. Define and request support needed from the country office, regional office, lead member headquarters and the Alliance.
Ensures that Country Director is well informed on issues related to emergency response and emergency risk management pertaining to all areas of operations. Ensure that programme objectives and activities are agreed upon within the context of Save the Children values, aims and objectives.
Ensure production of high quality, analytical reports, supply of regular sitreps, and collection, analysis and dissemination of relevant information and data relevant to the response.
Evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
Represent Save the Children’s emergency response to local authorities, donors and members of the humanitarian community. Ensure establishment and maintenance of strong working relationships with local communities, community based organizations and other local authorities as appropriate.
Monitor the implementation of grant budgets, keeping the lead member and other emergency alliance members informed and ensuring any corrective actions are taken.
Ensure that existing finance guidelines and related administrative procedures are adhered to
and that grant finances are kept in an exemplary state.
Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.
Where appropriate, make use of tools and information available in country such as Emergency Preparedness Plans, Contingency Plans and other available tools and resources.
Lead, support and motivate emergency team members, ensuring that team members have clear objectives and receive meaningful feedback on their performance.
Where appropriate, ensure that capacity building of country programme staff occurs in order to ensure ongoing sustainability and quality of the response.
Requirements
Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state.
Previous experience of managing programme teams in large-scale first phase emergency response is essential.
MA / MSc level (or equivalent field experience).
Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.
Solid experience in grant management, including budget holding and donor reporting.
Multi-site security management in insecure environments.
Ability to produce high quality reports.
Representational, political awareness and advocacy skills.
Fluency in written and spoken English and French.
Politically and culturally sensitive with qualities of patience, tact and diplomacy.
