Summary
To contribute to Save the Children’s capacity to meet its Child Survival objectives, through the provision of quality water, sanitation and hygiene programming, the role addresses water, sanitation and hygiene needs in emergencies through assessment, programme design, management, capacity building and evaluation. The role exists to strengthen and provide WASH engineering and software support for Save the Children’s core programme sectors - of health, education, child protection and hunger reduction- and develop direct emergency WASH response in Bamako, Mali. This post is for a period of 6 weeks.
Responsibilities
Lead or support WASH assessments, including interpretation of early warning indicators, and support to cluster and or other inter-agency processes.
Design and seek funding for appropriate emergency response interventions based on assessed needs, including but not limited to: household and school water treatment and supply, household and community sanitation.
Carry out day-to-day management of emergency WASH programmes, including recruitment, staff management, capacity-building, development of work plans, grant management and reporting.
Carry out relevant advocacy, coordination and external representation activities with other NGOs, UN agencies, donors and national governments.
Support evaluations of emergency WASH programmes.
Train up key national and international staff in specific WASH management competencies.
Ensure that WASH inventions are informed by and integrated with Save the Children’s other core sectors of health, education, nutrition, food security & livelihoods and child protection.
Play a leadership and technical support role in assessing the WASH needs of disaster affected communities.
Ensure that assessment, programme design and implementation considers children’s roles, needs and vulnerabilities within the community.
On the basis of these assessments to design and construct appropriate responses (both programmatic and advocacy) to meet people's basic WASH needs, including water supply, excreta disposal, solid waste management, drainage, vector control, and hygiene.
Ensure that WASH programme design is informed by and integrated with Save the Children’s other priority sectors of nutrition, food security, livelihoods, health, education and child protection.
Lead the preparation of relevant project proposals for donors and advocate for funding.
Ensure that sustainable systems are set in place for longer term operation and maintenance of all water and sanitation infrastructure, including the provision of all necessary training.
Prepare and oversee the implementation process to ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).
Prepare timely financial and narrative reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. Ensure appropriate management and use of SC resources at all times.
Manage project staff on a day-to-day level working with other technical departments, security, logistics, administration and senior management staff (depending on assignment).
Assist in recruiting, training, supervising and managing WASH staff and potential counterparts at national level.
Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere standard and Red Cross Code of Conduct.
Help be responsible for the security of all staff. Ensure that the security, health and well being of staff are ensured and staff management and other processes and policies and systems reflect SC 's principles of equity and fairness.
Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Look for opportunities for experiential learning within all work.
Ensure that Save the Children's work in WASH programming is coordinated with efforts of other agencies and Government, and represent Save the Children at Inter-agency Coordination meetings.
Take steps to document lessons learned in emergency WASH for wider dissemination.
In collaboration with the emergency section feed in learning, experiences and evidence to relevant global advocacy objectives relating to WASH.
Report, as required, on programme work and any management issues arising in each assignment (to the country programme management, emergencies section, and hunger reduction team).
Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.To ensure that all work is carried out in a way that is sensitive to community needs and gender and children issues. In particular to promote the full and equal participation of women and children in all aspects of the work.
Requirements
A suitable qualification in public health, civil engineering or another relevant subject, with experience in WASH programming in a developing country. Ideally some of this experience will have been in an emergency situation. Experience can substitute for qualifications but not vice versa.
Experience in WASH assessments, programme design, implementation and evaluation.
Ability to write clear and well-argued assessment and project reports.
Experience preparing successful funding proposals for donors.
Demonstrated monitoring and evaluation skills.
Experience and commitment to working through systems of community participation.
Excellent communication skills.
Proven capacity to supervise, train and coach national staff.
Computer literate.
Fluency in written and spoken English and French.
Commitment to and understanding of Save the Children’s aims, values and principles.
Have undertaken Save the Children approved Safety and Security training in accordance with member and Alliance required minimum standards.
Experience and ability to represent SC work in external meetings desirable.
Experience community mobilizations, distributions and hygiene promotion desirable.
Ability to work both in an advisory and a hands on implementation capacity desirable.
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances desirable.
Politically and culturally sensitive with qualities of patience, tact and diplomacy desirable.
Strong influencing skills and experience in advocacy desirable.
