Background
The Ministry of Economic Planning and Development in collaboration with the United Nations Development Programme (UNDP), other central Government Institutions, Development Partners (DPs), UN agencies and Civil Society Networks would like to develop a National Human Development Report (NHDR) on inclusive growth. Inclusiveness could be understood in two broad senses: (1) that growth be broad-based in terms of the sources and (2) that the benefits of growth are spread wide enough so as to promote human development.
The NHDR is expected to outline the following:
In-depth analysis of sources of growth (roles of various sectors, non-traditional sectors and products in particular) relative to the potential;
In-depth analysis of the actual participation of various groups of Malawians in delivering growth as well as the opportunities for and barriers against participation;
Evidence on whether and how far the benefits have reached (or are likely to) the disadvantaged groups (such as the poor, women, rural areas, the youth, female youth, etc.);
Medium and long-term policy recommendations on how to broaden the sources of growth, broaden the participation and benefits of the growth generated so as to promote human development and build partnerships for inclusive growth.
This call for proposals is open for national and international consulting companies and research institutions. However, international bidders are required to include local expertise. The research team should be compiled of 1 team leader and 3 team members. The expertise of the team should cover a macroeconomist, a labour economist, an expert on education/skills and good knowledge of statistics.

Duties and Responsibilities
The ToRs will be advertised nationally and internationally. The team will consist of a team leader that will be responsible for the overall process, conducting the background studies and drafting the NHDR. Both the background studies and the NHDR are expected to fully integrate a gender analysis. The mix of expertise should include a macroeconomist, labor economist, expert on education/skills, and gender and good knowledge of statistics. International consulting firms or research institutions will be required to include national expertise. The team leader will provide guidance and technical services ensuring high quality, accuracy and consistency of work. Under the direct guidance and supervision of the team leader the team members are in charge of the preparation of the background paper and relevant chapters there from, in accordance with the draft outline of the report.

Required Skills and Experience
The Team leader should have the following qualifications:
Recognized degree (preferably PhD level but at least a Masters degree) in social sciences;
At least 15 years of relevant experience in the Academia or research institutions, with a focus on socio-economic analysis, experience with gendered analysis and the development of composite indices, and social impact assessment;
Expertise or experience in cross cutting issues including ability to mainstream gender throughout the analysis;
Experience with international organisations and exposure to issues of human development are considered to be assets;
Excellent command of English.
The Team members should have the following qualifications:
Recognized degree (preferably PhD level but at least a Masters degree). The mix of expertise should include a macroeconomist, labor economist, expert on education/skills and good knowledge of statistics;
At least 10 years of relevant experience in the Academia or research institutions, with a focus on growth and economic participation in the above fields;
Expertise or experience in cross cutting issues including ability to mainstream gender throughout the analysis;
Experience with international organisations and exposure to issues of human development are considered to be assets;
Excellent command of English language with some team members having excellent command of the national language
