Background
The Ministry of Internal Affairs (MoIA) was officially established after the signing of the Comprehensive Peace Agreement (CPA) in January, 2005. As part of the Government of Southern Sudan (GoSS), the Ministry is responsible to, among other obligations: advise all levels of GoSS on security matters; maintain the internal security in Southern Sudan; administer and supervise the working of the police, prison and fire brigade services; develop sectoral policies, identify and prioritize needs within the units; ensure that the unit personnel are efficiently trained to meet their assigned duties; liaise with regional and international law enforcement agencies to combat cross boarder crime; control vehicle licensing and issuance of driving permits; initiate, formulate and draft legislation to guide and regulate professional law enforcement standards, and any other functions and duties that may be assigned to it by law or GoSS.
Although, the Ministry of Internal Affairs has been officially established and has a clearly defined mandate, it is currently facing many operational challenges including lack of capacity to fulfill its constitutional mandate as articulated above. To support the Ministry in its effort to meet its constitutional mandate UNDP South Sudan, is implementing the Police and Prisons Support Project as part of a broader Access to Justice and Rule of Law programme, in partnership with the Ministry.
Through this Project UNDP has been providing support to the Ministry of Internal Affairs in three components: (i) technical advice; (ii) capacity building and (iii) infrastructure/equipment support. Both national and international staff with functional expertise and experience in relevant areas is engaged on the project to provide assistance in various ways.
UNDP wishes to recruit a Technical Advisor to support the Ministry of Interior and South Sudan Police and Prisons Service as the country makes progresses in the State building agenda; and also to support the UNDP Police and Prisons project team to achieve its stated results and objectives. This will require a technical person with expertise and hands on experience to guide the Ministry as it now implements the policies that have been developed to establish a functional and professional police service, and also knowledge of UNDP programming policies and procedures.
The Technical Advisor will report to the Team Leader of the Governance and Rule of Law Unit, who will set specific tasks on achieving project results, programme direction, harmonization, linkages and coordination.
Duties and Responsibilities
The Technical Advisor will be based at the Ministry of Internal Affairs in Juba, and will directly advise the Minister of Interior and his IGP and Director General of Prisons on strategies, policies and methods of management. The Advisor will support the establishment of systems and policies while facilitating the capacity development of Sudanese colleagues to manage functions related to enhanced security and promoting the rule of law. S/he will also be an integral part of the UNDP Police and Prisons project team contributing towards achievement of project results, and will be supported by a team of policing and rule of law specialists at national and State level.
The post requires a person with extensive experience of security, policing and corrections issues in the Region, who can guide the Ministry effectively as it establishes its strategic systems and policies, as well as understanding of UNDP’s programme policies and values.

Key results expected:
Policy advice and strategic technical guidance and leadership:
Initiate and provide strategic policy guidance to the Ministry of Internal affairs;
Offer technical support to the creation of systems that will support the establishment of a sound law enforcement institution, critical to ensuring successful State building initiatives, as well as fostering a culture that is premised on the rule of law and respect for human rights in South Sudan;
Provide advisory assistance to the Senior Management Team of the Ministry and the Inspector General of Police and Director General of Prisons;
Advise the UNDP on matters relating to police and prisons services.
Building strategic partnerships and alliance:
Engage in a constructive dialogue with partners in Southern Sudan and the Region to maximize consistency and synergy between the various support components, as informed by the priorities of the Government of Southern Sudan;
Maintain continuous dialogue with the Government and other key partners to provide knowledge based advisory services and to ensure proper integration and co-ordination of other related development efforts;
Advocate and promote awareness, clarity and understanding of issues and responses related to the role of UNDP;
Provide professional opinions in areas of expertise to promote networking and teamwork between counterparts and the general donor community;
Support the development and implementation of UNDP’s strategy in relation to policing and corrections issues;
Liaise with UNPOL, UN agencies and with donors to promote partnership and collaboration for the effective management of Law enforcement and Corrections in South Sudan;
Ensure adequate information flow, discussions and feedback among the various stakeholders of the project.
Resource Mobilization:
Catalyze mobilization of additional cost-sharing resources from the government, donors and Regional partners to widen the support base to institutional development in the Ministry;
Develop partnerships with other individuals and organizations to ensure wide participation and sharing on development best practice;
Maintain relationships between the Ministry and the donors and present a clear analysis of how their financial support has contributed to the results they requested, and promote the institutional development efforts to new donors.
Support donor coordination and liaison for the justice sector:
Support the leadership of the justice sector to strengthen the joint donor coordination mechanism;
Maintain a database of donor inputs into the sector;
Support the convening of regular justice sector partnership forum;
Network and build credible working relations with the Ministry of Interior, UN and donor partners.
Achievement of results under the Police and Prisons Project:
Advise the Police and Prisons project team on achievement of specific results of the project as detailed in the Annual Work Plan;
Identify synergies between the Police and Prisons Project and other projects of the Access to Justice and Rule of Law programme to maximize impact and results;
Act for the Portfolio Manager in his/her absence.
Undertake any other duties as may be required by counterparts and UNDP.

Required Skills and Experience
Education:
Master’s Degree in Law, or Human Rights , or Criminal Justice
Experience:
Advanced professional career in Policing at a senior level is preferred;
At least 10 years relevant working experience at the national and international level providing technical advisory rvices for institutional development and management to law enforcement;
Knowledge of UNDP procedures and experience in working with UNDP or the UN;
Proven experience in working in conflict and/or post conflict environments, and familiarity with the situation in Southern Sudan will be a distinct advantage;
Knowledge of modern security and policing practices with emphasis on community policing methodologies;
Experience in capacity building of law enforcement agencies in transformation from conflict and crises to peace, justice and development;
Access to a network of practitioners able to support continuing education of the police in South Sudan;
Sound knowledge of sub-Saharan African experiences or similar contexts in police reform would be an added advantage.
Language Requirements:
Excellent knowledge of, and ability to communicate clearly in written and spoken English
