If successful, you'll be part of a dynamic and passionate team in Somalia and Nairobi that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse. The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.

Purpose of the Post: Under the supervision of the Monitoring and Evaluation Specialist and in close contact with the Chief of Field Office, responsible for the coordination of internal zonal planning and review processes; supports the planning and review processes; development and implementation of the integrated monitoring and evaluation strategies; and supervision of interventions to strengthen monitoring of programme performance, results based management and reporting, and support to cross-cutting initiatives and programmes, including but not limited to, government, inter-agency and civil society partnerships, office performance indicators monitoring in support of the Front Office, emergency responses planning and disaster risk reduction in the zone.

Major duties and responsibilities:

    Participate in Programme mid-term review, annual reviews, previews, meetings. Facilitates and guides zonal planning and review meetings. Manage, analyze and evaluate data to ensure effective coordination and achievement of objectives and recommends corrective actions, when necessary, including with efforts to disseminate data cross-sectoraly to favor integration and convergence in programming. Provides technical advice to programme staff, government officials, non-governmental/civil society partners and other counterparts on planning, monitoring and evaluation, with a focus on the most vulnerable, and ensures and follows-up the management of the office's integrated monitoring and evaluation.

    Participate in inter-sectoral collaboration with operations and programme colleagues in tracking programme financial inputs and outputs. Prepare the programme status reports required for management, support donor reporting, budget reviews, programme analysis, annual reports, etc. Review all Partnership Agreements for government and civil society partnerships for compliance with programmatic objectives and strategies and standard operating procedures. Ensure the accurate and timely input of programme information in computerized programme systems, and issuance of status reports for monitoring and evaluation purposes.

    Assist Government authorities and partners to plan and organize PM&E training programmes. In collaboration with UN and other development partners, identifies training needs for the purpose of capacity building in planning, monitoring and evaluation.

    Assess trends and measures outcomes relating to achieving MDGs relevant to the social sector, in context of country programme and UN Somali Assistance Strategy (UNSAS) components chaired and/or supported by UNICEF. Maintain a data bank of disaggregated social indicators on the situation of women and children, in collaboration with government and other partners. Assess trends and measure outcomes related to delivery on UNICEF's Core Commitment to Children in humanitarian action in the context of current and future emergencies.

    Analyze and evaluate zonal policy and programming environment and design and implement project activities to strengthen the overall policy environment for children, including advocacy for children and women's rights.

    Participate in the development of the Planning, Monitoring and Evaluation section's workplan, ensures compliance to specific assigned objectives. Provide guidance and support to staff on planning, monitoring evaluation and reporting.

    Conduct frequent and regular field missions to monitor on-the-ground implementation of UNICEF programmes for women and children, with a particular focus on vulnerability, equity and gender issues. Disseminate and report on findings and recommendations to notably improve convergence, integration and equity-based programming. Conduct and coordinate inter-sectoral field missions together with programme staff, for multi-sectoral assessments and evaluations of programme results and deliver, as further means to encourage programme convergence and integration.

    Contribute towards the preparation of the Situation Analysis, through reviews of research findings and data analysis . Prepares zone specific integrated monitoring, evaluation and research plans. Collaborate with the Information/ Communication staff in the selection and dissemination of statistical results from the Situation Analysis to national and local levels. Support in the development, maintenance and updating of Briefing Notes, reports and other materials collecting, compiling and highlighting programme outcomes, results and challenges/lessons learned.

    Design data collection methodologies and research related to programme interventions; (Sentinel Site Survey, RAP, CAP, etc.) in concert with other zones and USSC. Assists in the introduction of new approaches and methods in project monitoring and evaluation. Support the conducting of surveys on the situation of women and children, including but not limited to the Multiple Indicator Cluster Survey, as well as dissemination of survey findings and ensure survey results adequately inform programme planning processes and priorities.

    Provide zonal inputs to the Monitoring and Evaluation sectoral documents for the Country Programme Recommendation (CPR) and Plans of Operations, Plans of Action, Country Programme Summary Sheet (CPSS)

    Liaise with government counterparts and other UN agencies as applicable, to participate in joint inter-agency missions in the field, together with Line Ministries at regional levels.

Qualifications, Experience and Attributes

    University degree in Social Sciences , Demography, Development Planning , Statistics or a related technical field.
    Five years experience two of which must be in a progressively responsible professional work experience at national and international levels in programme monitoring and evaluation. Practical experience in community-based research, field research and field monitoring and evaluation.
    Knowledge of global human rights issues, specifically relating to children and women.
    Writing, Communication, analytical, training and networking skills, with readiness for frequent field travel to remote and difficult locations.
    Knowledge of the local working language of the duty station is required.
    Fluency in English required both oral and written
    Good knowledge of computer management and applications (including Excel, Word, PowerPoint, etc.).
