Background
The United Nations Development Programme (UNDP) is a key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) and is the United Nations (UN) agency assuming the role of Principal Recipient of GFATM grants in selected countries. In its role as Principal Recipient, UNDP is responsible for the financial and programmatic management of the GFATM grant as well as for the procurement of health and non-health products. In all areas of implementation, UNDP provides capacity development services to the implementing partners; government counterparts and sub-recipients (SRs).
Currently, UNDP as PR bears full responsibility for the operational and financial management of four grants: Round 4 HIV/AIDS, Round 5 TB/HIV, Round 7 Tuberculosis and Round 9 HSS. UNDP South Sudan is therefore planning to recruit a Project Manager for Round 4 HIV/AIDS and Round 5 TB/HIV. The Round 5 TB/HIV grant aims at supporting existing TB/HIV patients on OIs and ART by 31 March 2012. The Round 4 HIV/AIDS grant aims to supporting existing patients on PMTCT, OIs, and ART by 30 November 2011. The two grants are being implemented under Continuity of Services (CoS), which only supports continuation of life-long treatment for patients on treatments before the end of the regular grant cycle.
The Project Specialists are responsible for the overall management of these projects. They will lead the management of activities under CoS, including management key performance indicators, coordination of procurement and supply chain management and logistics for health products, and management of SRs to ensure effective implementation of the grants.
The Project Specialists will report to the Project Manager or the GF Coordinator, and will work in close collaboration with the Ministry of Health and the South Sudan AIDS Commission as well as other partners.
Duties and Responsibilities
Summary of Key Functions:
Monitor financial management and effective implementation of the projects/activities by the Sub Recipients-SRs;
Ensure that the project is implemented in accordance with the UNDP and the GFATM policies and guidelines;
Effective supervision of SRs to ensure timely implementation, monitoring of project activities, and timely reporting
Facilitate implementation of activities on behalf of the MoH such as payment of incentives, direct procurement of services such as training venues, payment of ART incentives, etc.
Prepare timely and quality project reports to the Global Fund, UNDP and Government partners;
Effective management of the Round 4 HIV/AIDS and Round 5 TB/HIV grants, ensuring good coordination with the M&E, Finance and procurement sections of the GFATM Programme Unit;
Provide top quality advisory support and strategic recommendations to UNDP and the government.
Managing the day to day activities of the Project:
Under the overall guidance and direct supervision of the Project Manager or GFATM Coordinator, the Round 4 HIV/AIDS and Round 5 TB/HIV Project Specialists will be responsible for the following key tasks:
Prepare project documents, SR agreements, SR payments, management letters and review SRs performance;
Ensure timely preparation of project documents, work plans and other related documents for timely commencement of the project activities;
Ensure supportive monitoring of SRs to ensure timely completion of the activities;
Ensure timely implementation of the work plan activities, fulfillment of all conditions precedents to funds disbursements from the Global Fund;
Maintain close liaison with national authorities and SRs, ensuring optimum participation and promoting ownership of national authorities in the implementation of the projects;
Review reports submitted by SRs, analyze results in collaboration with the M&E personnel and incorporate lessons learnt into the decision making process of the SRs donors, research inputs and provide strategies for dissemination of information;
Effective coordination with the M&E, Finance and Procurement of the Program Management Unit-PMU to ensure timely and quality reports to the Global Fund;
Prepare the Annual Review Report, and submit the report to the Global Fund, the Project Board and the Outcome Board;
Ensure that the Atlas Project Management module is updated on a quarterly basis;
Raise/approve requisitions for procurement of goods and services;
Ensure good record keeping, filing of important documents for easy access by BMU, Internal Auditors, Global Fund, LFA, etc.
Ensure effective coordination and team work with the PMU.
Coordinating project activities with related projects in the UNDP Country Programme, Sub Recipients and with other development partners:
Attending Programme Unit meetings and Technical Working Group meetings, and provides feedback on the project’s activities and future work plan;
Liaising with the Sub recipients and preparing accelerated activities where appropriate;
Ensuring coordination and complementarities of the project with other support packages and projects by other development partners.
Provide substantive and technical direction to the project:
Technical expertise provided in planning and implementing of the Round 4 and Round 5 grants;
Technical input provided and close collaboration maintained with the National implementing partners, including SRs;
Training and ongoing support provided to the respective national counterparts.

Required Skills and Experience
Education
Bachelors degree in Public Health or Social Science with 7 years relevant experience OR
Masters Degree in Social Science/Public Health, Management with 5 years experience.
Experience
At least 3-5 years of professional experience in programme management covering oversight of all core administrative functions (planning, finance, HR, procurement, logistics);
Experience in preparation and analysis of work plans, complex reports (programmatic and financial) for donors;
Minimum of 3 years’ experience of project management, work planning, supervision and office organization;
Experience in complex post-conflict environments would be an advantage;
Experience in management of construction works an advantage.
