Job Title: Regional Security Director – East Africa

ROLE PURPOSE:
The Regional Security Director (RSD) position has been created to oversee and provide advice/guidance on Country Office safety and security management through increased capacity, technical support and advice both to the regional team and country programs on all aspects of staff safety and security and by ensuring appropriate systems are in place at country level. The RSD supports Regional Office and Country Office safety and security management improvements consistent with SC Safety and Security Policy and Standards (2010); conducting safety and security assessments; provide training for Regional Office and Country Office staff, especially safety and security focal persons (SSFP); analyzing incident reports and security updates; responding to Country Office inquiries; and deploying to SCI declared emergencies to ensure safety and security management is addressing emergency response needs.
SCOPE OF ROLE:
Reports to: Director, Office of Global Safety and Security
Regional Dimensions: East Africa Region is comprised of eight Country Offices. Each CO will have one or more appointed safety & security focal point (SSFP) positions and/or security manager.

KEY AREAS OF ACCOUNTABILITY:
Administration
• Communicate regularly with Country Directors to gather feedback; provide guidance, advice and support; help formulate strategies to improve Country Office safety and security management
• Report regularly to Regional Director highlighting activities and Regional priorities
• Maintain Safety and Security Focal Person (SSFP) register
• Manage SC Reporters re: on-line incident reporting, threat analysis and sitreps
• Provide technical input to proposal development and make recommendations for appropriate safety and security budgets
Country Office Support
• Review Country Office safety and security management plans (SSMP), Crisis / Incident Management Plans and make recommendations for improvement based on established SC standards
• Analyze results of Country Office assessments to determine areas where there are compliance issues. Follow-up with Country Office staff to develop and implement improvement strategies.
• Provide feedback to field staff in response to security-related inquiries
• Provide technical input, material support and training to build SSFP capacity
• Monitor events in assigned countries and review incident report submissions for accuracy and follow-up
Training
• Provide security briefings/debriefings to travellers, participate in orientation of new CDs
• Design and deliver crisis management / incident management training for Country Office senior management teams
• Design and deliver training in to improve the skills and capacities of CO safety and security focal persons (SSFP)
• Make recommendations for new or refined security management policies and procedures based on field office inquiries, training needs, and management reports
• Deliver safety and security training (OSST2) modules
• Design and deliver safety and security training for CO staff as it applies to their respective positions and the SC Safety and Security Policy and Standards (2010).
Emergency Response
• Ensure security management in emergency response procedures are appropriately implemented
• Deploy to the site of the emergency to establish safety and security procedures and develop local security management capacity
• Provide back-up support to security advisors deployed to emergency response sites

QUALIFICATIONS AND EXPERIENCE
Knowledge, Skills and Experience: The successful candidate for the RSD position should possess the following knowledge, skills and experience:
• Bachelor’s degree or equivalent
• Five years of experience in overseas program management or humanitarian relief management in complex and/or insecure environments
• Two year experience in security management and/or crisis management in an overseas environment
• Effective technical/instructional writing skills
• Fluency in English; fluency in a second language is highly desirable
• Strong analytical and organizational skills with the ability to manage multiple complex tasks independently
• Strong leadership and communication (interpersonal, verbal and written) skills
• Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job.
• Excellent computer skills with solid knowledge of Microsoft software
• Experience in training adults using modern methods; completion of training facilitator’s course preferred
• Experience travelling to foreign countries preferred
• Experience in a multi-cultural environment necessary
• Experience in conducting assessments preferred
• Ability to travel up to 30% of the time
