The Quality Education Advisor Job Vacancy at Plan International Burkina Faso

Job Title: The Quality Education Advisor
 for the EQuIP programme will support the education quality component of the Irish Aid funded EQuIP programme in 4 countries in West Africa (Burkina Faso, Guinea, Guinea Bissau, Sierra Leone)

Dimensions of Role:

    Support to Country Offices  participating in the Irish Aid funded EQuIP programme to design, implement, monitor and evaluate the quality improvement component (specific objective 1) of the EQuIP programme
    Technical support to the implementation and monitoring of the education quality component of the  Plan West Africa regional education strategy framework
    Facilitate learning and exchange between West African countries in relation to initiatives to increase the quality of education

Typical Responsibilities - Key End Results of Position:

1.   Technical Support to the quality education component of the  EQuIP programme with particular emphasis on teacher training and supervision and access and completion for girls and disabled children
Result:The quality education component of the EQuIP programme is strengthened and the key objective of increasing the learning outcomes for children in target areas is achieved

Indicators will include:

    Technical support and guidance is provided into all initiatives that aim to increase the quality of education in the EQuIP program, as well as technical input into the quality components of the regional level strategy implementation
    An in-depth participatory analysis of current approaches to teacher training in Plan West Africa Country Offices (with particular emphasis on countries participating in EQuIP) is carried out  leading to identification of best practices and recommendations for improvements.
    Best practices and recommendations from the analysis, as well as  from the Plan’s Global Thematic Evaluation on Education are applied in Plan West Africa approaches to teacher training   (in particular in countries participating in EQuIP)
    Quality improvement measures particularly aimed at securing the access and completion for girls and disabled children are taken into account and integrated where relevant in all quality initiatives in the EQuIP project and in the teacher training approaches

2.  Monitoring and Evaluation
Result:The outcomes of key interventions related to quality education are effectively monitored, documented and communicated both within Plan and to the wider education sector

Indicators will include

    Country level and PU staff are aware of the expected outcomes of teacher training, training of school directors and education authorities and support to School Management Committees, Parent Teachers Associations and Students Parliaments/Governments and how to measure those outcomes.
    Input is provided into the development of tools and checklists to measure change in behavior and capacity of teacher especially in classroom practice and lesson delivery.
    Outcomes of teacher training, training of school directors, training of SMCs and Children’s Parliaments supported by Plan are documented and evidence of what works best to affect change is shared.
    Plan staff and partners are implementing Early Grade Reading Assessments in target schools in selected areas in order to assess current reading levels in Grade 3.
    Monitoring equity in terms of gender and disability is integrated at all levels of M&E

3.  Policy Engagement:

Result:Support is provided to national and regional level  advocacy strategy development and implementation of advocacy for education quality

Indicators will include

    Technical support and guidance is provided into initiatives that aim to advocate at national and regional levels on issues related to the quality of education. In particular, emphasis is put on linking program and advocacy work  within the EQuIP project and ensuring that advocacy is based on evidence provided by program experience and research

 Dealing with Problems:
Education is a priority thematic focus for Plan in West Africa as well as Plan at a global level. Education staff in-country have large workloads and a broad focus across a number of projects addressing various aspects of the right to education. This position will provide additional technical capacity to in-country education staff on initiatives that will increase the quality of education in target areas. Reducing rather than adding to the burden of country technical staff in charge of education by adding value and facilitating learning and sharing will be a key challenge for the job role.

Different country offices have few opportunities to share knowledge and learning with other countries in the region. This position will support the regional education specialist in her role to act as a focal point for sharing and learning and thus will increase the effectiveness of Plan’s work in the region.



The Regional Education Specialist provides general support to 12 countries in West Africa with a particular focus on developing and implementing a regional education strategy. This position will bridge the gap between providing specific project support and general support to the region so that learning from projects can be fed into regional strategies and advocacy.

Knowledge, Skills, and Experience Required to Achieve Role’s Objectives:

Knowledge

    Relevant third level qualification (teacher qualification, and/or other qualification in education/pedagogy)
    In depth knowledge and sound understanding of education planning/programming, especially in relation to education quality development and teacher training
    Knowledge and experience of promoting gender equality and the rights of children with disabilities in education programming
    Knowledge of the West African context, especially in relation to education

Skills

    Skills in participatory monitoring and evaluation, documentation of lessons learned,  dissemination and exchange of information, including experience in implementing Early Grade Reading Assessments
    Excellent skills for facilitating organisational learning processes (training,  technical support, documenting and sharing best practices)
    Fluency in English, good working knowledge of French and working knowledge of Portuguese advantageous
    Excellent Written and oral communication skills, including presentation and public speaking

Physical Environment and Demands:

The employee will be based in either one of the participating countries or in the West Africa Regional Office in Dakar, Senegal. Typical office environment, frequent travel to programme countries including visits to schools in rural communities.

Type of Role:             3.5 year fixed term contract

Reports to:                Plan West Africa Regional Education Specialist with secondary reporting to the Irish National Office Head of Development Programming & Grants

Salary:                        Grade E,US$42,000 to $50,000 per annum plus full expat benefits.  This is an accompanied position and a full relocation package will be available.
