The Information Management Co-lead is a core member of Education Sector Working group/ Cluster Coordination team and will support the Working group/Cluster Coordinator to fulfil the Education Cluster's mission to:

    provide leadership in emergency and crisis response and recovery;
    work in partnership to ensure continued access to quality and relevant education;
    ensure evidence-based actions, gap-filling and sound coordination; and
    enhance accountability, predictability and effectiveness of emergency education actions

    The Information Manager Co-lead will play a vital role in collecting, analysing, and sharing information that is important for the cluster stakeholders to make informed, evidence-based, strategic decisions on:
        the needs of affected populations;
        the prioritization of these needs;
        what are the key gaps in activities to meet prioritised needs;
        what capacity (human, material, financial) exists to be used in support of the identified prioritised response needs.

    The Information Manager Co-lead needs to be able to work with a broad range of people and agencies, under the cluster coordination guidance. Fundamental to the job is the ability to gather, consolidate, and share information in a way that is easily understood by Sector Working group/cluster members and other stakeholders.

    This assignment is for 6 months.

    Responsibilities
    In collaboration with the Education Cluster Coordinator, coordinate with national/local authorities, state institutions, local civil society and other relevant actors
    In collaboration with the Education Cluster Coordinator, play a leading role in Cluster meetings and represent the Education Cluster within the broader humanitarian response (at inter-cluster meetings, etc).
    Provision of IM services to the Sector Working group/Education Cluster for decision making including: data and information collection, collation, analysis and dissemination
    Compile and maintain an overview of available capacity and resources and identified gaps in the provision of emergency education
    In collaboration with the Education Cluster coordinator contribute to drafting funding proposals and donor reports for common appeals, including collecting inputs from partners for joint sector documents.
    Ensure the use of appropriate information technology for information sharing within and beyond the Sector Working group/Education Cluster (e.g. through Google-Groups) and archiving of information on the OneResponse webpage
    Work closely with OCHA on inter-cluster IM processes and analysis at the strategic level through the establishment of systems and processes needed for effective information sharing with cluster partners
    Provide information outputs in appropriate languages wherever feasible and link closely with other Clusters operating in the region
    Identify additional Information Management resource needs (e.g. national technical capacity) and support their identification, recruitment and capacity building as required
    Support Education Cluster member capacity building
    Produce a mission report to be submitted to the Education Cluster Working Group's Knowledge Management Task Team on the completion of their contract to feed concrete proposals and recommendations for the development of an Information Management System for the Education Cluster.

    Requirements
    Degree-level qualification or equivalent in relevant field such as: education, geographic sciences, humanitarian affairs, political science, information technology , information systems, engineering or communications
    Experience in information management, knowledge management or a related field
    At least two-year's combined field and headquarters experience in a relevant humanitarian international organization(s) (e.g. UN agencies, INGOs, IOs, Donors, IFRC or ICRC)
    Experience of working in Emergencies, especially in a complex emergencies context
    Good knowledge of the UN system and NGO humanitarian community.
    Knowledge of education-related technical guidelines, standards, and indicators, particularly the INEE Minimum Standards
    Experience of humanitarian needs assessment s, surveys, and monitoring and evaluation
    Proven statistical analytic skills
    Experience in website content management
    Good communication and interpersonal skills. Must be able to work with many different functions from high level decision makers to technical specialists to IT experts.
    Able to manage and work in or with a multidisciplinary team of IM practitioners and provide leadership and guidance for IM operations
    Ability to guide technical staff
    Strong knowledge of MS Excel and preferably MS Access or other databases
    Understanding of GIS and map making processes and ability to collect and organize data to support their production
    Ability to present information in understandable tables, charts and graphs
    Data capture, storage/file management and analysis and report generation
    Basic understanding of web-based applications
    Demonstrated ability in context of partnership-building and consensual decision-making
    Demonstrated team-building and information management skills
    Excellent written and oral presentation skills
    Strong negotiation and interpersonal skills
    Willingness and ability to work in a difficult and stressful environment
    Readily available and willingness to travel to remote field locations
    Cultural and gender sensitivity
    Fluency in English and French
    Ability to establish excellent working relationships across organisations
    Cultural and gender awareness and sensitivity
