Family - Spouse with Children Requisition Num: 2012AFSMNAE-8S6FUY PURPOSE OF POSITION: To provide technical leadership, coordination and support that helps National Offices enhance the quality of education programming, ensuring that it supports the development and well-being of children, aligns with recommended integrated programming guidance, and synchronizes education strategies in National Offices with the global education strategy framework. KEY RESPONSIBILITIES: STRATEGY Lead the development and implementation of an education sector secondary strategy and business plan in support of and in alignment with regional (including sub strategies) and global strategies and priorities Collaborate with other programme effectiveness units and other regional functions to ensure that education is adequately integrated within relevant regional secondary strategies and priorities. Contribute to development of the regional strategy and global sponsorship strategies, priorities and plans ensuring that the education sector priorities are fully integrated and prioritized in the broader strategies Support the National Offices of the region in developing effective education strategies and plans appropriate to their context in alignment with the regional and global strategies and priorities Contribute to organization wide communication and change management processes to support implementation of regional education strategy as part of broader regional strategy communication and change management plan. TECHNICAL & OPERATIONAL SUPPORT Oversee NO participation in further development and refinement of contextualized regional strategy for education that guides and supports the NO education strategies of the region and contributes to further refinement of the global education strategy. Work closely with National Offices providing critical guidance and input in the implementation of strategy in the education sector. Leads the amalgamation of NO - TDI 2 education data for regional reporting on improved child learning outcomes that feeds appropriately into global WV and Education for all data systems on improved child learning outcomes. Contribute to development of global policies, guidelines and standards relating to Education sector and provide leadership contextualizing and mainstreaming them within the region. Develops and expands a regional technical assistance network of both internal and external consultants capable of supporting the T/A needs of NO education coordinators and ADP cluster field staff implementing education programming consistent with NO, RO, and GL education strategies. Contribute to development of education sector programme models fully integrated with the development, advocacy and HEA that enable the well being of children. Provide technical leadership and coordination for regional initiatives on education sector which effect multiple offices in the region in alignment with the regional and global strategies and priorities EXTERNAL & INTERNAL LIAISON, COLLABORATION and COORDINATION Act as a strategic regional link and focal point for the Education sector connecting National Offices, Support Offices and Global Center to mutual support. Represents the region in shaping policy and strategy directions for the partnership through the core Business Group of the Education. Provides oversight to the Regional and National Communities of Practice and interest which coordinate learning and collaboration across regional/ NOs implementing similar early childhood, early grade, essential life skills, and/or youth applied skills programming Participate and actively contribute in the partnership forums, working Groups and networks related to education as deemed necessary by regional leadership. Work with regional lines of ministry, sectors and themes and other functions to ensure that it is complementary and effectively integrated within wider ministry of World Vision in the region. Nurtures the development of inter-agency partnerships that that help NOs improve child attainment of functional levels of reading, basic math, and essential life skills. CAPACITY BUILDING Contribute in the development and implementation of an integrated regional capacity building plan informed by regional sponsorship priorities, strategy and capacity assessment. Contribute to and draws on sector-wide training and capacity building systems designed to support the capacity needs of ADP-cluster education staff and their local partner volunteer counterparts. Share / facilitate access to programming resources and appropriate learning and support opportunities for national offices. These may include active involvement in training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring. Advice National Offices on Education sector core competencies and capacity requirements at national level. QUALITY ASSURANCE/RISK MANAGEMENT Engage the National Offices on an ongoing basis to support and ensure that NO education sector initiatives are aligned with the global and regional initiatives. Collaborate with programme effectiveness team in ensuring that design, implementation, monitoring and evaluation of NO programmes related to Education sector are able to meet the new donor and WV’s programme quality standards, policies and procedures. Ensure mainstreaming of cross cutting issues including child protection, peace building, and other essential life skills Support the National Directors in addressing issues relating to performance, quality and risk in education sector. KNOWLEDGE MANAGEMENT Lead the process of continuous learning related to education sector and integration of sponsorship with other lines of ministry and sectors and themes. Encourage mutual learning between National Offices within the Southern Africa Region(SAR) and other regions. Coordinate formation and coordination of regional education network that contributes to strategy action and promotes learning Lead / support research initiatives across SAR, ensuring that core WV approaches are documented and proven effective, contributing to better practices in education sector across the partnership. Contribute to establishment and use of regional data bases and e-resources including regional good practices relating to education sector as part of wider knowledge management strategy. Oversee regional interests in the development, management, and access of its NOs to the digital shellbook open library of best practice teaching and learning resource material designed especially for volunteer tutors supporting improved reading, basic math, and essential life skills learning outcomes GENERAL Work closely with the members of the PMU, QAU and GreenFields (GF) department promoting mutual learning, support and accountability. Contribute and support activities that enrich and develop mutual growth in Christ. Perform any other tasks assigned by the National Director and or Learning Centre Director. KNOWLEDGE, SKILLS & ABILITIES: REQUIRED: A degree in Education, Social Science or any related field. At least 5 years of experience in education development programming work. Experience monitoring and evaluating child learning gains Work experience in WV national office at grassroots level Experience in program design and proposal writing In depth knowledge and understanding of DME Knowledge on child development, protection issues and development programming.
