Manages day-to-day coordination of financial activities Ensures cost consciousness, efficient spending and compliance with all USG regulations. Manages all sub-grants, ensuring compliance and reporting of sub-awardees. Provides technical assistance to partner finance departments as needed to ensure the highest level of integrity in financial operations. Oversees finance support staff. Responsibilities: Oversee all financial planning, budgeting and reporting If applicable, provide financial oversight to project provincial offices. Prepare accurate budgets, track expenses, ensure that required financial controls and cost performance monitoring mechanisms are in place and adhered to, prevent over expenditure of budgets, ensure proper safeguards of funds, and ensure compliance with established USG and headquarters’ financial and accounting procedures Apply detailed financial reporting and reimbursement process in accordance with established financial system Manage all sub-grants to local grantees ensuring sub-awardees’ compliance and reporting Review, reconcile and monitor all accounts, including major program operating accounts and petty cash operations involving cash advances Provide guidance and support for contracts development and management Ensure that proper human resources administration procedures are in place for project staff, including tracking of leave, sick days, absence and other human resources actions Work collaboratively with other project team members to ensure necessary project planning, development, resource availability and management activities function smoothly and efficiently Contribute to project team in developing work plans and annual budgets for project activities and local office costs Contribute to timely, accurate and appropriate reporting of financials to the donor, including status reports Work collaboratively with the project team and headquarters staff to ensure proper project and financial reporting, spending and compliance with project terms and conditions Serve as a resource person for non-finance staff on USG rules and policies Work closely with auditors during field programs audits Provide guidance, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel for staff and consultants, financial oversight of local sub-grantees (as needed) and maintenance of office inventory Ensure staff timesheets are completed as required and maintain records of leave and attendance for project staff Ensure that Jhpiego personal files for project staff have all the relevant records including employment agreement and job description Liaise with Jhpiego’s headquarters finance staff on financial reporting Required Qualifications: Bachelor’s degree in finance or accounting with five or more years of financial and administrative experience Demonstrated experience managing finances for cooperative agreements and contracts for public health programs of more than US$1M per year in developing countries, with emphasis on at least two of the following technical areas: HIV/AIDS or TB, maternal, newborn and child health; nutrition; family planning; malaria control Relevant experience living and working in Malawi, including supporting implementation of provincial/district-level programs Knowledge of cost principles, reporting requirements and regulations regarding implementation of USG awards Familiarity with USG policies and administrative procedures Proficiency in Microsoft Office and QuickBooks Excellent interpersonal, leadership, writing and oral presentation skills Fluency in English Proficiency in writing and editing letters, reports and documents Ability to travel nationally and internationally How to Apply; https://jobs-jhpiego.icims.com/jobs/1560/job
